Forestry Scientific Achievements Into The Current Situation And Countermeasures

It is the main tasks in priority to promote the transfer of scientific andtechnological achievements into the practical productivity in forestrydevelopment. The most important issue to be dealt with is to work out the rightstrategy and methodology for increasing the tTansfer rate of forestry scientific andtechnological achievements. In this study, the basic concepts of scientific andtechnological achievements as well as the transfer of scientific and technologicalachievements were defined firstly, and then the description was made on thetheoretical basis in development economics for the transfer of scientific andtechnological achievements (such as the theory of economic growth, the theory oftechnological innovation and the theory of science and technology to be firstproductivity) as well as relevant national policies, administrative regulationsand operational mechanisms (such as the mechanisms of organization, themechanisms of investment, the mechanisms of benefit allocation, the mechanismsof innovation) for promoting the transfer of scientific and technologicalachievements. The dramatic significance of scientific and technological transferwas indicated too. Based on the systematic analysis on the current situations oftransfer of scientific and technological achievements in China, six main factorsthat limited the effective transfer of the forestry scientific and technologicalachievements in the country were pointed out, in comparison of the experiencesand lessons in the transfer of agriculture and forestry scientific and technologicalachievements both in China and abroad. The national forestry research unit, i.e.the Chinese Academy of forestry (CAf), was taken as a case to be studied on thetransfer models for different kinds of forestry research achievements worked outby CAF. Four representative transfer models for different kinds of forestryscientific and technological achievements, such as the biological preparations,improved tree planting materials, wood and fOrest chemical products as well asthe combination of a series of techniques of a large fOrestry engineering project(e.g. the World Bank Loan Forestry Project), were analyzed and discussed.In consider of the successful experiences in the transfer of the agricultureand forestry scientific and technological achievements both in China and abroadas well as the successful transfer models fOr different forestry researchachievements in CAn the following comments on the strategy and measures forpromoting the transfer of forestry scientific and technological achievements weregiven;1) To establish the sound policy environment to ensure the political support tothe transfer of scientific and technological achievements;2) To increase the investment from multiple sources of fund fOr facilitating thetransfer of scientific and technological achievements,3) To encourage the developmellt of the intermediary institIJtions and humanresources fOr providing the services to the transfer of scientific andtechnological achievements;4) To strengthen the follow-up or pilot study on the small-scale research resultsto increase their transfer potential and possibility,5) To stimulate the ttchnological innovation in enterprises to enable them tobecome the main bodies for development and utilization of new technologies,6) To induce the market mechanism in the transfer of scientific andtechnological achievements with perfection of their evaluation system,7) To perfect the award mechanism to encouraging the transfer of scientific andtechnological achievements;8) TO establish the reasonable assessment system on the scientific andteclmological transfer.
