Research On The Reform Of "Multi-regulation" In Yudu County

General Secretary Xi Jinping emphasized at the Central Urbanization Work Conference.It is necessary to actively promote the reform of the city and county planning system,explore the realization path of "multi-regulation",and put a plan and a blueprint to the end.As one of the 28 “multi-regular” reform pilots in the country,Yudu County started the work at the end of 2014 and achieved some results.This paper analyzes the case of “multi-regulation” in the pilot project of Duxian County,and conducts research on the field,using literature research,case analysis,field interviews and other research methods to analyze the problems existing in the government's "multi-regulation" system under the administrative and legal systems and its deep-seated reasons.and analyze and summarize the “multi-regulation” of Duxian County,and explore the Countermeasures to Solve the Dilemma of "Multi-Regulation" in County Areas based on the advanced experience and practices of “multi-regulation”in other regions.First of all,from the perspective of public management,planning is essentially a form of public administration.He is composed of administrative objectives,ways to achieve goals,and control measures.This paper analyzes the differences between the“multi-regulations” of Duxian from these three aspects.It is precisely because of the conflicts and contradictions of various planning objectives,technical means and space control,which leads to disorderly urban space management and inefficient use of land resources.A series of problems such as imbalance of ecological environment and inefficient approval of construction projects,Therefore,it is imperative to promote the "multi-regulation" reform.Secondly,Yudu County has achieved some results by promoting “multi-regulation”and solved some problems such as “fighting” and difference maps,but it also faces insufficient legal and policy support,and it is difficult to coordinate between horizontal and vertical departments.It is difficult to deepen the integration of the planning system and the inadequacy of local planning powers and responsibilities.It must be coordinated and resolved in deepening the "multi-regulation" reform.Finally,on the basis of analyzing the advanced experience and practices of the“multi-regulation” pilots in Xiamen and Haikou,it is proposed to strengthen the legal and policy guarantees,rationally divide the local planning powers,deepen the reform of the administrative examination and approval system,and strengthen the disclosure of government affairs information.The implementation of assessment and assessment andother aspects of the countermeasures and methods of the "multi-regulation" dilemma in Yudu County.
