Research On Performance Evaluation Of Service-oriented Government From The Perspective Of Public Participation

The nineteen major reports made it clear that the government’s functions should be changed,the government’s credibility and executive power should be strengthened so as to build a service-oriented government with the satisfaction of the people.With the development of society,the public satisfaction assessment of government performance has become a hot research field.Citizens want to get more and better administrative services,participation in evaluation of government services demands more and more intense,so as to promote the government to provide public products and services towards to the direction of their own evolution,which requires us to change the traditional ideas and will focus on how to evaluate the price of public service satisfaction.The main purpose of this thesis is to explore how to improve the intensity of the service oriented government performance evaluation work of citizen participation,the practical realization of a service-oriented government is the target to provide services to the public,pushing the government to improve the quality of service,to improve the relationship between the government and social public,make it become to consolidate the ruling the social basis for the ruling party,achieve long-term ruling goal,so that it is conducive to the promotion of social equity and justice,maintain social stability and unity,and to promote and realize the harmonious society.This paper expounds the domestic and foreign citizens to participate in the theory and practice of service oriented government performance evaluation work,the current domestic citizens in service oriented government performance evaluation problems,and through an empirical study on performance evaluation of Fujian entry exit inspection and Quarantine Bureau,using the literature research method,empirical analysis method,comparative analysis and inductive analysis,finally put forward based on the public should participate in service oriented government performance evaluation based on,to establish the performance evaluation system of the service type government,create the core is divided into two parts,one is creating focuses on internal management of government performance evaluation system;the second is focused on the performance evaluation system of the external service.The internal assessment system is completed by the professional staff and external service performance assessment completed by the public,as a process of internal evaluation,the results will serve as part of the external service performance evaluation system,and ultimately the formation of participation by the whole public service government performance evaluation system,as an important guarantee for the establishment of the service type government.
