Abstract/Summary:
Governmental statistical work is the base and precondition for the government’s public services and social governance through scientific decision-making,and plays an important role in government work.The governmental statistical work of our country,however,has been unsatisfactory for some time.The requirement of perfection of statistics system was put forward in the Report to 19 th CPC National Congress in 2017,which suggests the governmental statistics system will be reformed fundamentally so as to meet the practical needs after changes of social principal contradictions in the new era.A survey office,as a local accredited agency directly under the National Bureau of Statistics,is an important part of the governmental statistics system of our country and one of the objectives of statistics system reform,and its nature of public Institution of commonweal class one and being managed by referring to Civil Servant Law of the People’s Republic of China makes it the cross-over point of reforms of administrative system and reforms of public Institutions.Therefore,the institutional reform of a survey office involves multiple contradictions and is a multi-player game,which is well worth study.J Provincial Survey Office is the epitome of our country’s survey offices and has much representativeness.The institutional reform of J Provincial Survey Office might provide a reference for the whole statistics system reform,which is meaningful.The following problems exist if we look at the current institutional framework of J Provincial Survey Office: firstly,the nature of the survey office is not clear,which makes it impossible for the survey office to make full use of administrative resources and goes against talent team construction,and does harm to the survey office’s popularity and public credit;Secondly,the function orientation of the survey office is irrational,which makes duties of survey offices of different levels alike and overlapped with administrative departments and contents of survey unbalanced,and supervision of survey insufficient as well as service object unclear;thirdly,the limitation of rights and liabilities between central government and local government are not clear and the capital source has a dual nature.Performance appraisal brings the survey office great pressure and the survey office serves the locality improperly;lastly,there are deficiencies in personnel structure.Professionals are needed for some posts and the management of assistant investigators needs to be strengthened.Pursuant to the law and related regulations,we could come up with a solution to the institutional reform of J Provincial Survey Office through analysis of the reasons why the abovementioned problems arise as well as its background.Firstly,adjust the job function rationally.The job functions of survey offices of different levels should be made clear so that they can exert their strengths as well as perform their own functions;secondly,perfect items of survey.Inappropriate missions should be deleted and surveys of the will of the people should be added and strengthened;thirdly,tighten supervision of local statistical work,take advantage of the office’s nature of being directly under the central government to evaluate and examine local statistical work and make good use of the sword of supervision of law enforcement;fourthly,alter the nature of survey offices.Since statistical bureaus below provincial level in J Province are trying vertical managed,we should have J Provincial Survey Office turn into an administrative organ in order to make it perform its duties better and try to gain experience for the whole range of comprehensive reform of national statistics system;fifthly,strengthen its nature of accredited agency by central government.Identify the central government as its service object and reduce and regulate the service scope and content it provides for local government.Its expenditure should be guaranteed by central government in order to make sure it works independently;finally,optimize human resource allocation.Perfect condition setting for national civil service exam,attract more various professional talents.Regulate the use and management of assistant investigators and improve its work quality and efficiency.
