the 19 th National Congress of the CPC put forward the rural revitalization strategy as one of the important strategies for the construction of a modernized economic system.It is a major decision and deployment for the work of agriculture,rural areas and farmers again after the new socialist rural construction,and it indicates the development direction and strategic path for the future rural construction in China.In recent years,the national and local governments have issued a series of relevant policy documents concerning the development of characteristic towns and the acceleration of the construction of beautiful characteristic towns,which promote the comprehensive deployment of national characteristic towns.Therefore,the construction of characteristic towns has become a new measure and new mode under the new economic normal in the new era.In accordance with the requirements of the rural revitalization strategy,giving priority to the development of agriculture and rural areas is the main way to achieve the rural industry prosperity,ecological livable,rural civilization,effective governance,and rich life.The state three ministries and commissions on the development of characteristic towns are also aimed at cultivating characteristic towns with distinctive characteristics,industrial development,green ecology,beautiful and livable.This paper takes the small town of educated youth in luancheng district,shijiazhuang city as the research object,through the theoretical research on the rural revitalization strategy,and in connection with the actual situation of the small town of educated youth in luancheng district,makes an investigation and analysis on the construction mode and development characteristics of the small town,at the same time,discusses the existing problems in the construction of the small town of educated youth,and puts forward feasible solutions to ensure the smooth progress and long-term development of the construction project of the small town of educated youth.Through the research on this topic,the construction of the small town of educated youth is made to be demonstrative and exemplary,and institutional methods are formed in the establishment,management and operation of the small town with characteristics,so as to provide certain experience and reference for the construction of other small towns with characteristics in shijiazhuang city.At the same time,the cultural inheritanceand development strategies of the small town with characteristics are grasped,and the rural revitalization is realized by developing the small town with characteristics according to local conditions.In combination with the overall requirements of the rural revitalization strategy and the specific goals of the development of characteristic towns,this paper conducts a research on the construction situation of rural towns under the guidance of the theory of rural cities,the theory of industrial agglomeration and the theory of sustainable development by means of questionnaire survey,interview and field survey.Through on-the-spot investigation,understand the educated youth town development and the construction situation,analysis in the educated youth town construction in the process of incomplete infrastructure,the planning and design is not reasonable,underfunded,forms a single and produce city the main problems of the lack of fusion,and from three aspects: government,market and society,and analyzes the educated youth in the course of the construction of small town play a leading role of government and market main body participation is not enough and the social main body role play of the main factors such as limited.Then,according to the problems found and the causes of the analysis,with the successful cases at home and abroad for reference,put forward to strengthen the infrastructure construction,improve the characteristics of planning and design,broaden the financing channels,create diversified formats and promote the integration of industry and city and other measures and Suggestions.Finally,the conclusion is drawn that the educated youth town should continue to explore the cultural connotation and insist on the joint participation of industry and social subjects.
