Research On The Dilemma Of Public Sports Service Entering Home-based Old-age Service Under The Background Of Aging

Population aging has put forward an urgent demand for the establishment and improvement of public sports service system for the elderly.The old-age pension model is the basic follow of the supply of old-age services.The reform and development of the old-age pension model should also be fully considered in the construction of the old-age public sports service system.However,the current public sports service system for the elderly in China is still difficult to adapt to the old-age pension model,especially in the relative separation of the old-age service at home.Starting from the construction of public sports service system for the elderly adapted to the mode of home-based old-age care,this paper discusses the theoretical connotation of public sports service entering home-based old-age care service by using the methods of documentation,logical analysis and interview,and explores the constraints of public sports service entering home-based old-age care service under the background of aging,and on this basis,it discusses the entry of public sports service.The practical requirements of home-based pension service are elaborated and supported by cases.The purpose of this study is to provide a theoretical reference for the establishment and improvement of public sports service system for the elderly,which is compatible with the home-based pension model.Conclusion1: This paper argues that the main reasons for restricting the entry of public sports services into home-based pension services under the background of aging are as follows:(1)The lack of top-level design in the system construction makes the relevant departments of sports for the elderly lack the necessary goal consensus and action basis,as well as the corresponding institutional support and guarantee,thus restricting the implementation of "physical residence";(2)Effectiveness restraint of policies and regulations delays the process and actual effect of "physical residence";(3)The supply channel sports department weakens the special and necessary role played by the relevant departments of the aging work in "physical integration",and then hinders the actual process of "physical integration";(4)The imperfection of the decision-making mechanism is not conducive to the implementation and development of "physical integration";(5)The single supplier of public sports service for the elderly directly leads to the single entry subject of physical education,which restricts the process scale and result quality of physical education.Conclusion2: The entry of public sports service into home-based pension service requires sports administrative departments to establish and improve the public sports service system for the elderly from the following aspects:(1)To change management concepts and promote service-oriented system reform;(2)Improving the system construction and strengthening the implementation of policies;(3)Expanding supply channels and improving the efficiency of personalized services;(4)Improving decision-making mechanism and enhancing democratic service supply;(5)Fostering grass-roots organizations and promoting diversified main body pattern.Suggestions are as follows:(1)While strengthening the sense of responsibility of the main body,the sports administrative departments should deeply recognize that the background of the old people's sports has changed.(2)Sports departments should actively establish projects,standards and norms for the supply and implementation of public sports services for the elderly,and establish communication mechanisms among relevant departments.(3)Relevant departments should strengthen the research on existing policies and regulations and improve the legal status of sports-related policies and regulations for the elderly to strengthen the matching of policies.Strengthen the supervision of policy implementation and establish and improve the accountability mechanism to improve policy implementation;(4)Actively cultivate the main body of the supply of public sports services for the elderly through various ways.
