Research On The Assurance Mechanism Of Mass Participation In County Supervision From The Perspective Of Mechanism Design

County surveillance is related to the"last mile"of anti-corruption governance,The participation of the masses is essential for strengthening grassroots supervision.And the participation of the masses in county supervision requires not only the identification of political ideas,but also the construction of assurance mechanism.This study takes the assurance mechanism of mass participation in county surveillance as the research object.Through the method of interviewing and research,combined with the method of literature analysis,and using the form of questionnaires and interviews,this paper analyzes the status quo of assurance mechanism of the masses participation in the county supervision,and clarifies the existing problems,in order to consider and optimize the assurance mechanism of mass participation from the perspective of mechanism design,and promote the improvement of the assurance mechanism of mass participation in the county supervision.In theory,appropriate to enrich the thinking of studying the assurance mechanism of mass participation.In practice,helps to promote the improvement of the assurance mechanism of mass participation in County supervision.The main contents of this study are as follows:The first part is the introduction.Mainly expounds the background,theoretical and practical significance of this research,combs and summarizes the relevant research literatures on mass political participation,mass participation supervision,the assurance mechanism of mass participation in supervision both at home and abroad,and illustrates the research methods,writing frameworks and innovations in this study.The second part is concept definition,theoretical basis and legal basis.Firstly,it analyzes the meaning,form and characteristics of the people’s participation in county supervision,and draws the connotation and characteristics of assurance mechanism of mass participation.Secondly,it discusses the theoretical basis and legal policy basis for ensuring the participation of people in county supervision.Thirdly,it is about the argumentation of the mechanism design perspective and the participation of the masses in the county surveillance assurance mechanism.The third part is the analysis of the status quo of assurance mechanism of the people in Y county participating in the supervision.Firstly,it explains the design and implementation of the survey,and describes the brief introduction of the assurance mechanism of the people in Y county participating in the supervision.Secondly,based on the survey data and interview records,it analyzes the performance of the assurance mechanism in Y county.Thirdly,based on the mechanism design theory,analyzed the deficiencies.The fourth part is about the suggestions for improving the assurance mechanism of people’s participation in the county supervision.Mainly includes two levels:the first level is based on improving information efficiency,strengthening the participation of the people in institutional guarantees and organizational guarantees.The second level is based on the realization of mass participation incentive compatibility,mainly including closely weaving the mass participation protection network,reducing the participation of the masses in multi-costs and building a composite incentive mechanism to promote the participation of the masses in multi-party incentive compatibility and balance.The innovations of this research are:First,the perspective of research has been innovative.In the existing research on the supervision of mass participation,the author analyses the supervision of mass participation from the perspective of power restriction,and puts forward the ensure measures of mass participation,or a statute and regulation of mass participation from the perspective of democratic politics.It also studies the participation of the masses from the perspective of new media,and finally proposes the institutional guarantee and organizational guarantee for the participation of the masses.This study considers the two aspects of information efficiency and incentive compatibility from the perspective of mechanism design,and considers the assurance mechanism of the masses participation.Second,the viewpoints put forward are innovative.Taking a specific case county as an example,this study focuses on the study of the mechanism of mass participation in assurance.From the perspective of mechanism design theory,it finds out the shortcomings and problems,and puts forward systematic and pertinent views:Strengthen the guarantee of the system and organization of mass participation,promote the improvement of information efficiency,strengthen the construction of protection and incentive mechanism,and realize the compatibility of mass participation and incentive.So can build a complete system of mass participation assurance mechanism in county supervision,including institutional guarantee,organization guarantee,protection mechanism and incentive mechanism.
