| In the implementation of the rural revitalization strategy,the report of the 19 th National Congress of the Communist Party of China proposed to "We will strengthen basic services in rural communities,and improve the rural governance model which combines self-governance,rule of law,and rule of virtue." the report of the 20 th National Congress of the Communist Party of China points out that it is necessary to actively develop grassroots democracy,improve the mechanism of grassroots mass self-governance led by grassroots Party organizations,and perfect the system of direct democracy at the grassroots level and its working system.This paper studies the case of mass participation in decision making in Penghua Village,Mianzhu City from the perspective of public management,using the public decision making model in Thomas’ theory of citizen participation in decision making,defining who should participate,specifying the content of decision making,selecting relevant techniques,and combining with the theory of consultative democracy to deeply analyze the practical points of mass participation in decision making in Penghua Village,such as the participation of multiple parties mainly in the consultative council,improving the issue determination system,and standardizing the decision making procedure,which have certain theoretical and practical significance.The mass participation in decision-making studied in this paper includes the core content of democratic decision-making in villagers’ self-governance,and also responds to the "development of the whole process of people’s democracy",which is in line with the practical needs of improving rural governance capacity at the grassroots level.On the basis of reading and compiling domestic and foreign researches,the author uses literature research method,case study method and interview method to elaborate the background,practice history,the example of mass participation in decision-making of "the management of collective assets in the village of Penghua ",and the current problems of rural grassroots governance in Mianzhu City.The actual problems faced by rural grassroots governance.We also interviewed local town and village cadres,members of the village consultation and deliberation committee,and representatives of the public to further understand the real situation of public participation in decision-making in the village,including the operation of the village consultation and deliberation committee,the construction of the deliberation system of the "yard consultation" platform,and the satisfaction of the transformation of decision-making results.Through the study of the case of mass participation in decision making in Penghua Village of Mianzhu City,this paper draws the following insights: First,the participation of multiple parties is the premise of mass participation in decision making,and it is necessary to create a good democratic atmosphere and respect the opinions of the minority.Second,a complete and standardized deliberation system is an important guarantee for mass participation in decision-making,and it is necessary to adhere to the people’s livelihood orientation,establish a standardized process and improve the working mechanism.Third,the timely transformation of the results of the deliberations is the continuous impetus for the masses to participate in decision-making.Fourth,balancing the interests of all parties is the biggest problem of mass participation in decision-making.Fifth,mass participation in decision-making helps the grassroots practice the whole process of people’s democracy,helps cultivate the democratic nature of democratic elections,improve the effectiveness of democratic consultation,promote the advanced nature of democratic management and mobilize the enthusiasm of democratic supervision and form models. |
