Research On The Operation And Maintenance Of Landscape Rural Infrastructure In Rural Revitalization Strategy

The government report on 19 th CPC National Congress proposed the strategy of implementing rural revitalization,promoting rural governance,modernization of governance capacity,resolving the prominent issue of the imbalance between urban and rural areas,as well as inadequate rural development,reshape urban-rural relationship,in order to forge the “powerful,beautiful and wealthy” countryside.In 2018,Zhejiang Province also proposed the construction of “great garden”.However,due to “excessive emphasis on construction over maintenance”,operation and maintenance has become important problems for local government.Rural landscape infrastructure is a new problem in recent years.After the construction of beautiful countryside,this problem gradually became the concern of local governments.The operation and maintenance are related to multiple subjects like functional departments,local governments,village collectives and villagers.Favorable operation and maintenance are the basis for utility maximization of existing landscape infrastructure.This study believes that landscape rural infrastructure is essentially a public product.It has problems such as low efficiency and free rider.At the same time,it also has three characteristics of ornamental,resource and degraded,It is a special kind public goods.The operation and maintenance of landscape rural infrastructure involves many entities such as government,private enterprises,village collectives,and individual villagers.The application of multi-center governance theory is conducive to the formation of multi-center synergy of operation and maintenance;landscape rural infrastructure operation and maintenance.Constrained by the basic social form of the countryside,its operation and development are the products of the basic administrative ecology of the countryside.This paper uses the theory of public goods,multi-center governance theory and administrative ecology theory to research the landscape rural infrastructure operation and maintenance in D Township,Zhejiang Province.According to the studies,there are various patterns of operation and maintenance of rural infrastructure in Town D,Zhejiang Province.However,implementation entity lacks integration,the inactive responsible entity,the single source of funding and the lack of incentives for responsible subjects are the primary problems.Therefore,the local government needs to place emphasis on forging the mechanism of multiple subjects of supply,setting up the the effective supporting system of operation and maintenance,facilitating the development of scenic areas and villages,improving the performance assessment,so as to ensure the long-term effectiveness of rural infrastructure and landscape.
