| From the British government platform of the last century to 7*24 hours of continuous coverage of the online government service in Singapore,the former have gathered the modern enterprise management experience and to govermment governance.They used performance evaluation,process reengineering,technology upgrades,etc.to improve the existing methods of administrative approval and public services.Because it is closely related to the production and life of enterprises and the masses,scholars and governments of various countries have explored the practice of government service,but due to special national conditions and regional environment,diferent economic and social development eonditions,different social system between capitalism and socialist political system,they has led to the fact that developed countries’ theoretical and practical explorations of government service are not fully applicable to China,and the successful experience of advanced regions cannot be directly applied to some backward areas such as Changchun,Jilin Regardless of the national level or the economic and social development of Changchun City,the reform of government service is a key task.It promotes the construction of the business enviroument in our city,equalizes urban and rural government services,deepens institutional innovation,and promotes social comprehensiveness.The progress has extremely important practical significance.As an old industrial base in Northeast China,Changchun has also made some attempts in the process of comprehensively promoting the reform of governlent service,and has achieved some results.The new model of govermment service that "No need to see approvers" is also recognized by the State Council as a typical case.However,due to many factors,the current reform of government service has encountered bottlenecks,and there are still some problems that need to be resolved.Based on the successful construction experience in developed regions,this paper systematically analyzes the causes of these problems from the aspects of national macro-policies,regional development foundations,theoretical ideas,and information technology support.On the basis of the facts,combined with the actual situation of the market it should be improved from four aspects:perfecting the system,coordinating the construction of the government service team,sorting out the optimization process and strengthening the technical support.lt is hoped that it can provide a theoretical reference for the optimization and improvement of regional government services in the transitional period. |
