U.S. Space Civil-Military Integration Strategy And Its Implications

After the end of the Cold War,the bipolar world developed into a multipolar world with one superpower and several major powers.US strategic focus shifted to economic development.For this reason,it is urgent to promote the military-civilian integration strategy and reduce high military expenditures.In order to guide the development of space civil-military integration,the four US presidents since the end of the Cold War have issued a series of policy documents including the National Space Policy,the National Security Strategy,and the National Defense Strategy.The purpose of this paper is to analyze the overall concept of the US space civil-military integration strategy by analyzing relevant government policies or strategy documents,and to analyze the motivations of the US space civil-military integration and its possible impacts in conjunction with the latest US practice in this field.The introduction part of this paper mainly introduces the research status of space civil-military integration at home and abroad and the basic methods using in the research.The first chapter sorts out the development of US civil-military integration in chronological order and discusses the definition of space civil-military integration.The second chapter analyzes the causes of the US space civil-military integration,and summarizes the political,economic and military factors.The third chapter briefly introduces the actions of the four US presidents on the promotion of civil-military integration and the evolution of their policies after the Cold War.The fourth chapter selects two key areas of space situational awareness and communication to analyze the practice of US space civil-military integration.The fifth chapter mainly discusses the positive and negative effects of the US space civil-military integration.Finally,based on the experience of the United States,this paper puts forward suggestions for the development of China's space civil-military integration.This paper believes that the US space civil-military integration is mainly driven by three factors: first,adapting to national strategic adjustment under the change of international situation;second,saving costs and reducing economic burden;third,maintaining military technology leadership.The civil-military integration in space area is a double-edged sword.On the one hand,the United States can enhance its international leadership by building a successful model in the area of space civil-military integration,while on the other hand,it develops space military capabilities under the cover of peaceful use of space,resulting in an increase in the space arms race and lead to insecurity.Although China's national conditions are different from those of the United States,learning from the United States will help us avoid repeating the same mistakes and embark on a road of space civil-military integration with Chinese characteristics.
