Since 2005 when it officially entered the aging society,with the aggravation of fewer children and the obvious trend of outflow of population,the aging degree of Heilongjiang province has been deepening and the gap of talent demand has been increasing.In this situation,with addition of actively developing the economy of Heilongjiang province and introducing favorable policies to attract the inflow of foreign population,continuing to implement the universal two-child population policy,promoting a gradual delay in retirement is also a necessary.Plus,calling for young elderly human resources to go back to workplace after retirement will also gradually be a trend.I selected Suihua city as the representative city,which has the similar aging situation with Heilongjiang province and also the similar influencing factors of aging,to conduct sample surveys and then obtain young elderly human resources development policy-related objective data,and use statistical software and SWOT to analyze and summarize the current status of development policy of young elderly human resources based on SWOT.First,the development policy has the advantage of covering a wide range of people and the expected effect of the policy;the second is that there is a serious lack of development policy;the third is that the development policy faces two opportunities,one is that the state has created conditions for the development of the elderly's resources,the other is that there are many domestic and foreign development policy experiences for reference;the last one is that policies face the challenge of spending time cultivating a positive outlook on aging and the need for practical testing of policy outcomes.On the basis of learning from development policy experiences at home and abroad and combining with the characteristics of Heilongjiang province,and then I propose some recommendations based on the SWOT analytic results,with a view to serve as a reference for relevant departments.First,the government need to set up the Internet Plus government website for elderly human resources development and develop suitable jobs for the elderly based on SO.Second,according to WO,the proposal involves the following six points:one is to provide policy support for the equal employment of the elderly,one is to improve policies to encourage older people to delay retirement,the next measure is to introduce policies to support the elderly to start their own businesses,and it is also necessary to improve the vocational training policies for the elderly,and also has to improve policies and regulations for the protection of the employment rights of the elderly,the last one is to give appropriate policies and preferential treatment to enterprises that employ the elderly.Third,on the basis of ST,the government supposes to be good at using the conditions created by the state for the elderly human resources development and fully learning from experience of development policy at home and abroad.Last but not least,according to WT,the government should promote the concept of active aging and the value of the development of the elderly,in addition,the government at all levels should introduce development policies in accordance with local conditions and regularly evaluate policy effects and so on.
