| Promoting the modernization of education governance and running a satisfa ctory education for the people is the ultimate goal of China’s education reform.The reform of education management,office and evaluation is the inevitable requirement and fundamental path to promote the modernization of education g overnance.The "13th Five-Year Plan for the Development of National Educatio n Industry" clearly states that "in 2020,the basic management and separation of management and management will be realized,and the government will ma nage according to law,the school will be self-sponsored according to law,and all sectors of society will participate and supervise according to law." As the foundation of national education,basic education can smoothly promote the sep aration and management of management and evaluation,which is directly relate d to the smooth realization of the above objectives.Based on the realistic background of the implementation of education man agement,separation and reform,and the modernization of education governance,this paper comprehensively applies theoretical tools such as limited governmen t theory and collaborative governance theory,as well as literature analysis and case analysis,and adheres to problem-oriented and empirical evidence.Foundati on,application-oriented,combining normative analysis and empirical analysis,in accordance with the research ideas of "normative analysis-empirical analysis-countermeasure analysis",focusing on "what is the separation of basic educa tion management,why to promote the basic education management rating The four major issues of separation from the basic education management and eval uation,how to promote the separation of basic education management and eval uation,and systematic research on the separation of basic education manageme nt.The main content of the article includes four aspects: the first is theoretic al research.The basic concepts are defined and the theoretical tools are explain ed.Secondly,it analyzes the policy evolution of the separation of basic educati on management and evaluation.Again,the status quo evaluation.Based on the factors such as the location of the district and the level of education develop ment,the three pilot cities of Shanghai,Chongqing and Karamay were selectedto carry out empirical analysis,analyze the practices,summarize the experienc e and analyze the problems.Finally,the paper summarizes the full text.Based on the previous analysis,we will focus on how to manage,who will do it,and how to evaluate it.From the four levels of government,school,society an d tripartite synergy,we will propose policy recommendations and action paths t o deepen the separation and reform of basic education management and evaluat ion.Pushing the modernization of education governance.The research in this paper finds that the practical dilemma of the separati on and reform of basic education management is that the phenomenon of gove rnment offside,absence and misplacement still exists,the lack of self-sponsorsh ip of schools,the lack of collaborative participation of social education assess ment organizations,and the government,schools and society.The coordination mechanism is not perfect.It is suggested to start from the four levels of gover nment,school,society and tripartite synergy to deepen the separation and refor m of basic education management and evaluation: improve the level of govern ment “management”,change the mode of education management,implement the autonomy of “doing” in schools,and build modern School system;enhance th e independence of social "evaluation",improve the transparency of "evaluation";strengthen the construction of synergistic linkage mechanism between the three parties,and improve the effectiveness of basic education governance. |
