Difficulties And Solutions Of Law Popularization In Basic Level Governments

From the basic national conditions and actual working conditions of our country,the basic level government is the executor and practitioner of law popularization.The depth,breadth and effectiveness of law popularization of basic level government determine the results of law popularization in the whole region,and then affect the construction of the rule of law and harmonious society in the region,and ultimately affect the implementation of the basic strategy of comprehensive rule of law in our country.Therefore,in order to better study the work of law popularization in basic level governments,the government of D District,W City,Zhejiang Province was selected as the sample for the study.The paper is divided into five parts.Firstly,by studying the historical and academic background and significance of law popularization of basic level government,and comparing the general research directions of law popularization at home and abroad,the paper points out that the focus of this study is "basic level government",and distinguishes it from other research objects of law popularization.Secondly,starting from the concept,this paper makes a brief review of the concept and history of law popularization and basic level government law popularization,helps to understand the significance of law popularization and the basic situation of law popularization in China,and paves the way for further analysis.Thirdly,in this part,the government of D District of W City in Zhejiang Province is formally taken as a sample to study the current situation of law popularization,the main measures taken and the positive social effects achieved by the basic level government of D District by means of data analysis and questionnaires.Secondly,this paper explores the difficulties and shortcomings encountered by the D District Government in the actual process of law popularization,and analyses the causes of the difficulties and shortcomings from the historical,economic,geographical and other factors.Finally,based on the analysis of the current situation,effectiveness,difficulties and causes of the law popularization of the basic level government in District D,and combinedwith the local actual situation,five methods to solve the dilemma are put forward,namely,through the improvement of institutions,the construction of mechanisms,the upgrade of the law popularization model,the supervision of performance appraisal and the optimization of the content of law popularization.
