The report of the Nineteenth National Congress of the Communist Party of China clearly points out that the reform of government administration system and the transformation of government functions are the focus and core task of the comprehensive deepening reform in China at present and for a long time to come.In recent years,Zhejiang Province has been deepening the reform of government administration system,from"four lists and one net"to running once at most",releasing system dividends and activating market vitality.At present,the reform of "running once at most"is in full swing and has achieved remarkable results.It has been written into the national"government work report"for twice However,with the deepening of the reform,it is of great significance to make a scientific evaluation of the current situation of"running once at most"reform,to explore the influencing factors of the performance of"running once at most"reform,and to continuously optimize the reform so as to promote the reform of the government.On the basis of summing up the practice of"running once at most"reform in Zhejiang Province,this study,based on the holistic government theory and the new public service theory,explores the generating logic of"running once at most"reform performance,and forms the dimension of reform performance.Based on the theory of administrative ecology,this study puts forward the analysis framework of influencing factors of"running once at most"reform performance.Analytic hierarchy process is used to empower the evaluation system of"running once at most"reform performance;descriptive statistics and variance analysis are used to analyze"running once at most"reform performance and its influencing factors;and stepwise regression method is used to explore the influencing factors of"running once at most"reform performance.The main results are as follows:(1)The practice of"running once at most " reform in Zhejiang.Through the way of text combing and field investigation,this paper makes a systematic summary of the"running once at most”reform in Zhejiang Province.Briefly,the main way of the"running once at most" reform is”comprehensive reception in the front stage,classification and approval in the back stage,giving file in the unified window";the core of the reform lies in government process reengineering and"Internet + government services";the key to reform lies in breaking up the fragmentation and realizing data sharing among departments;the implementation of reform is institutionalized guarantee(2)The construction of the evaluation index system of the reform performance and its influencing factors.Based on the"task performance-peripheral performance," model,this paper constructs the internal optimization performance and social adaptation performance of"run once at most"reform;based on the generation logic of"run once at most"reform performance,the internal optimization performance of"run once at most"reform is defined as achieving"good governance",that is,realizing law-based government,responsive government,transparent government,responsible government and efficient government.The social adaptation performance is defined as government credibility,business environment and residents' quality of life.The evaluation index system of"running once at most"reform performance is constructed by referring to the index system of World Governance Index System(WGI),Government Performance Evaluation System and World Bank Enterprise Business Environment Index System.Based on the theory of administrative ecology,this paper probes into the applicability of administrative ecology to the"running once at most"reform,and puts forward the influencing factors of reform performance:marketization level,social organization development level,transformational leadership style,civil servant team construction,administrative culture,social informatization level,public participation and social public opinion,and forms the evaluation index of influencing factors through literature research.(3)The actual level of Hangzhou's"running at once most " reform performance and its influencing factors.The performance level of Hangzhou's refrom is very excellent,which really improves the people's sense of achievement.The performance of internal optimization is better than that of social adaptation.For internal optimization performance,the reform performance of law-based government,transparent government and efficient government is obviously better than that of responsive government and responsible government.For social adaptation performance,the performance of government credibility,business environment and residents quality of life are equivalent.For influencing factors,the degree of social informatization level is the highest,and the degree of social organization development level is the lowest(4)Influencing factors of"running once at most"reform performance.Leadership style,the degree of social informatization level,the construction of civil servants,administrative culture and the development of social organizations have a significant impact on the"running once at most " reform performance,and the degree of impact decreases one by one.Among them,leadership style,social informatization level,civil servant team construction and social organization development have a positive impact on"running once at most"reform performance,while administrative culture has a negative impact on"running once at most"reform performance.Market-oriented level and public opinion have no significant impact.It may be because the market-oriented level of Hangzhou is relatively balanced,and public opinion has been in a relatively positive state.(5)The optimization path of"run once at most"reform performance.Firstly,improve the human resource management system of the public sector facing the modernization of governance:building the evaluation model of the individual leadership of the public sector,so as to select and cultivate transformational leaders;improving the service education and training system of grass-roots public servants,linking the"good and bad"evaluation system of service performance;shaping the administrative culture of"dare to be responsible",and using the'responsible cadres".Secondly,deepen information sharing and digital government construction-based on Shenzhen"second batch"practice.Thirdly,we should realize"people-centered"multi-governance:dredging channels for public participation in reform,and improving feedback and response mechanisms;supporting the development of social organizations,and establishing collaborative partnerships between government and social organizations.
