| In the report of the Nineteenth Party Congress,General Secretary Xi Jinping pointed out that "we should constantly promote the reform of the institutional and administrative systems,enhance the credibility and execution of the government,and build a service-oriented government that the people are satisfied with".At present,our country has entered a period of comprehensive reform,with various conflicts of interests overlapping.As a new thing in the network era,network public opinion has posed a series of new challenges to the credibility of the government in the transition period.On the one hand,because of the rapid spread of network public opinion,it is easy to form a surge of network public opinion in a short time,which will have a certain impact on government administration;on the other hand,because of the characteristics of grassroots,anonymity and diversity of network users,it will lead to mixed true and false information of network public opinion.The wide spread of unproven negative network public opinion may evolved into critical events rapidly,then strongly impacted the foundation of government’s credibility.Therefore,there is an urgent need for us to conduct a more comprehensive and in-depth study of network public opinion and government credibility,so as to lay the foundation for the system of improving local government credibility under the network public opinion environment.Based on the perspective of public management,this paper comprehensively applies the Public Governance Theoryand the Public Opinion Dynamics Theory to clarify the connotation of key concepts,deeply analyses the current situation of the construction of local government credibility,and directly faces the opportunities and challenges that network public opinions bring to the construction of government’s credibility,and systematically combines the hot cases of public opinion in recent years in government affairs.This paper analyses and demonstrates the dilemma faced by the local government in the construction of public trust in the response of network public opinion,and points out that there are four reasons for the decline of public trust in the response of network public opinion: the construction of local government itself,the lack of early warning mechanism of network public opinion,and the inappropriate methods to deal with the crisis of network public opinionand the improvement of agenda setting system.Finally,aiming at the causes of the problems,the paper puts forward the ways to realize the positive interaction betweennetwork public opinion and local government credibility: improving the government’s own construction,strengthening the ability of early warning of network public opinion and dealing with network public opinion,strengthening the building of a positive public opinion guidance system,then to strengthen the construction of government’s governing ability,realize good mutual between government and the people,and enhance the credibility of the government. |
