The realization of justice is the common ideal and vision from ancient Greece to modern human society.With the deepening of globalization,in the mid-to-late 1970 s,the study of the theory of "global justice" began to be popular among Western scholars.Thomas Pogge is one of the most representative.He is not only the founder of the concept of global justice,but also famous for his advocacy and theoretical achievements in global justice.As a famous disciple of Rawls,Pogge has been following the teacher to study the issue of justice.Inspired by Kant's morality and permanent peace ideals,his global justice theory was developed on the basis of the critical inheritance of Rawls' s theory of justice.This paper attempts to form a more objective understanding of global justice through a critical introduction and analysis of Pogge's global justice theory,and it will help to achieve "the possibility of global justice." The article consists of four parts,the specific content is as follows:The first part elaborates the background of Pogge's global justice theory,including profound background and profound theoretical origins.The deepening of globalization has not only changed the world's political,economic,cultural and environmental patterns,but has also made countries more and more a community of destiny.The grim situation of global poverty has brought great threats to justice.In addition,the existing unjust world economic order has made human appeals to global justice increasingly high.Kant's moral outlook and the ideal pursuit of permanent peace have had a tremendous impact on Pogge's cosmopolitanism and moral universalism.Pogge's keen understanding of Rawls' s view of international justice is inconsistent with his domestic theory of justice,and on the basis of criticism,Rawls' s two principles of justice are extended from the domestic sphere to the whole world,creating a brand new Global view of justice.The second part elaborates the logical approach of Pogge's global justice theory.The logical starting point of Pogge's global justice theory is the moral concern for the global poor,who believe that rich countries should assume a moral responsibility based on compensation for poor countries.The basic position is institutionalized cosmopolitanism based on human rights.Human rights are regarded as a moral right in a strict sense.At this time,human rights are attached to social systems and are universally applicable to all individuals.The core of thetheory is the institutional negative obligation not to harm the poor.As opposed to the positive obligation to prevent the injury from happening,the negative obligation is an obligation that does not harm.If the institutional order is unjust,then we have the obligation to refuse participation.The third part mainly introduces Pogge's specific plan for the reform of the global institutional order.In response to the current institutional order of global injustice,Pogge has given specific reforms to the institutional order,including the establishment of a global resource dividend system,the establishment of the International Democracy Council and the International Democratic Lending Protection Fund,and the establishment of a health impact fund.The fourth part evaluates Pogge's concept of justice.The contribution of Pogge's global view of justice is to provide a new research path and theoretical framework,in an effort to make Western rich countries fully aware of their moral conditions and responsibilities,and urge all parties to point the way of global distribution of justice to institutional reconstruction.But Pogge's theory of global justice does not seem to be as perfect as its description,and it has great limitations,and this limitation is related to the possibility of achieving global justice.Pogge's theory of global justice did not jump out of the position of Western centralism,which made his theory face a global embarrassing situation.The institutional human rights that it advocates limit the scope of human rights and affect the universality of human rights to a large extent.At the same time,Pogge's specific reform plan for the injustice of the global institutional order has a strong idealized color,and its feasibility needs further argumentation.From this point of view,Borg's global justice theory is not enough to promote the realization of global justice alone.
