With the development of society,the people's living standards have been continuously improved and the pace of life has accelerated,and the issue of old-age care has become increasingly prominent,gradually becoming the focus of today's society.As China's population is becoming more and more aging,it is particularly important to actively explore a model that suits China's national conditions.In recent years,with the constant changes in the contradiction of the old-age problem,the relevant government departments have gradually proposed the model of home-based care for the elderly.In the process of continuous exploration and practice,they found that the model of home-based care is in line with the current aging of the society in China.This can alleviate the pressure on the family and society.The community home care service model has gradually become the first choice for urban and rural residents to support the elderly,and at the same time it is also used as a way and method to solve the pension dilemma for urban and rural residents.Faced with the trend of population aging,there are three main modes of pension for family pension,institutional pension and community home care.Among them,traditional family pension and institutional pension will face in the social background of the current population ageing.Great test.Therefore,the community home care service as a new type of pension model has been concerned by the community.Especially in China's fishing and rural areas,due to the special circumstances of their regions,their economic and social development is relatively lagging behind,and the problem of community home care for the elderly is worthy of our study.Relevant government departments have also gradually developed the community home care service model as the first choice to solve the problem of old-age care.The research and comparison can be carried out on the basis of successful cases of home-based old-age care service development at home and abroad.By learning and learning from the experience of the development of community-based old-age care service models in advanced areas,the home-based care service system for fishing and rural communities in China can be improved and developed.By using the literature research method,comparative analysis method andinvestigation research method,and using the welfare diversification theory,the demand hierarchy theory and the multiple governance theory,this paper mainly analyzes the development status of the current community home care service system in the fishing villages by taking Zhoushan as an example.And pointed out the problems that existed in it.The article is divided into six parts:Firstly,it introduces the background and significance of the research,and compares and summarizes the relevant research results at home and abroad.Secondly,it sorts out the concepts related to community home care services and the theoretical basis of welfare diversification,multiple governance and demand hierarchy.The third chapter takes Zhoushan as an example to analyze the different levels of demand for community home care services for the elderly in the rural areas,including the most basic life care needs in the aged care service,as well as the diversified needs in spiritual culture.On this basis,the development status of Zhoushan fishing village in the home care service system is further analyzed.The fourth chapter analyzes the main problems of the home care service system faced by in fishing and rural communities of Zhoushan.Including that: the subjective strength of community home care service system is relative weak,it lacks relative social resources,related to community home care service,The service personnel's prefessional quality is absent,and the content of community home care service system at present.The fifth chapter draws inspiration from the experience of the successful cases of home-based pensions at home and abroad,combined with the actual situation of Zhoushan fishing villages.The sixth chapter proposes some countermeasures and strategies,improving the capacity and quality of fishing and rural home care services in island district,in order to further improve the community home care service system,promote the development process of urban and rural integration.Firstly strengthening the power of community home care service subjects,secondly optimizing the social resources of community home care,thirdly improving the professional quality of community home care workers,fourthly enriching the content of community home care services,fifthly improve the system ofcommunity home care rules.Through the above measures,and provide a more comprehensive and diverse community home care system for the elderly in the fishing and rural areas.
