Research On Project System Operation Of Township Government

At the Nineteenth Congress of the Party,Xi Jinping further put forward higher requirements for the country's governance system and the modernization path of governance capacity.He emphasized that the government's operating mechanism should be straightened out,and the relationship between governments at all levels should be properly handled,thus promoting the process of national development.Since the reform of tax distribution system,the state finance has been centralized to the central and higher governments.In order to mobilize the initiative of grass-roots development,local governments have distributed a large amount of funds to the township government in the form of project system,which has brought financial supplement to the township government and played a huge role in the current Township governance.This means that the era of "project governance" is coming.In the case of the project being continuously imported into the township government,the township government is faced with the problems of "no money and no power",on the one hand,and on the other hand,for the application,implementation,supervision and acceptance of the project,it has to work hard,and there are some problems,such as from bottom to top counter-control and collusion between governments,which lead to the ineffective operation of the project system at the grass-roots level.Then how does the validity and dilemma of project system in township government show?On the basis of combing the existing literature,this paper analyses the specific process of the project system operation of township government,chooses Yuluxiang Pear Industry Support Project in Xinxian County of Shanxi Province as a case,carries out on-the-spot investigation and in-depth visits to the relevant persons in charge of the project,and clarifies the process of the project system operation of township government through the induction and collation of the research contents,and obtains the conclusion.This paper discusses the effectiveness of project system operation of township government,and then discusses the problems and reasons of project systemoperation of township government,and finds out the ways to optimize the operation of project system of township government.The research results show that,due to the government's performance orientation,unreasonable project system procedure setting,the failure of supervision in project operation,the pressure-type system of township government and its own self-interest,the project system has intensified the financial and manpower burden of township government in the practical operation of township government,the workload of township government does not match the actual power,and increased the staff of township government.Pressure,divorced from the actual needs of farmers,the reverse control of the township government over the superior system has appeared,which has affected the effective governance of the project system in the township government.It is difficult for the project operation to really penetrate into the rural society and aggravate the structural disorder of the township society.At the end of the paper,it is proposed that villagers' participation should be included in the operation of project system,the governance system of township government should be improved,the responsibility of county government should be improved,and the long-term development mechanism of project should be constructed to optimize the operation path of project system of township government.It is hoped that this paper can provide a useful supplement to the "last kilometer" of national governance.
