Grassroots governance can’t come true without the grassroots government. The township government, which is the "nerve endings" of the state political power, plays a very essential role in the grassroots governance. For the past few years, program system has been a new important governance pattern except for administrative control. The paper aimed at studying in the regime characteristics and it’s action logic in the operating of program system.This study is a case study based on the operating of programs in Cha-town in western Jiangxi. This paper, which is based on deep participant observation and treat the operating of the project involving people’s livelihood as the entry point, elaborate the multi-role and action logic of the township government in the operating of programs. The township government act as "the agent of state", "the agent of community" and "self-interested man" in the operating of program system, the study found. As a primary national regime, the township government shoulders the task of administrating the public affairs within the jurisdiction, and is a very important key node in the process of sending programs into the rural areas. On one hand, it’s the subcontractor of the programs. On the other hand, it has incomplete control over the program. Sometimes township government maybe will strive for the interest of the people and act as a agent of community, which is wildly divergent with the image of cormorant in the era of agricultural taxes and fees. By the time, the process of national programs access to the rural areas is a process of selfishness of the township government highlight and function.The selfishness of township government dominant the operating of program results in "counteract the program system by the bureaucracy". In this process, the public welfare principle of project system is replaced by achievement, the action logic of Bureaucracy. Achievement is the aim of the township government in the operating of program. The government allocates, binds and piles up the program under the logic of achievement. The selfishness of township government dominant the operating of program is related to a series of resource attribution of program capital. The governance resource attribution of program means the township government can use program resource to arouse the competition of the village organization and enthusiasm of the village cadres. The achievement resource attribution of program means the township government will act up to the logic of achievement politic when putting in and constructing programs in order to achieve the optimal effect of program resource. The community resource attribution of program means the township government will be the agent of the community interest in the process of sending programs into the rural areas and try best to get more and more programs as possible.
