A Study On The Protection Of Civilians In International Humanitarian Law

Nowadays,the international social situation is changeable,conflicts emerge one after another.Almost since the earliest rules of war,how to protect civilians in war has been part of it.As the most important component of the country,civilians far outnumber the number of armed personnel,and not only have no weapons to resist,or even have no ability to defend themselves.Although the international community has always emphasized the strengthening of the protection of civilians in armed conflict,it is facing the international community when the law is too general for the identification of civilians,the challenges faced by humanitarian organizations in armed conflict,the impact of changes in the form of armed conflict on the protection of civilians and the lax punishment of perpetrators.So we must face up to and start from practice to better safeguard the legitimate interests of civilians in conflict.The first part is an overview of the protection,starting with the historical development process and basic principles of the protection.A basic understanding of the protection;The second part is the identification of civilians in international humanitarian law and the existing problems,from the different standards of identification of the "Geneva Convention system" and "Hague Convention system" have a further understanding of the civilian;The third part is the new problems of the protection,the first is the subject of the protection of civilians,this article mainly involves the international humanitarian rescue team The question of weaving.The other is the influence of the changes in the form of armed conflict,which mainly involves three small aspects,namely,terrorist organizations among non-governmental actors,asymmetric warfare and new-style warfare.Third,the issue of accountability for the protection of civilians in armed conflict;The fourth part is the research on the protection,which mainly focuses on the issues raised in the second and third parts,and further clarifies the scope of the civilian population in the light of human rights mechanisms,national governments and international organizations work together to establish effective mechanisms,international law to effectively regulate new wars,and strengthen punitive measures for war crimes four aspects.
