The development of the world pattern has been a multiples trend and the political turmoil in some areas has resulted in various forms of non-international armed conflict that have often occurred and civilians in armed conflict areas have become the most important victims.This article is divided into four chapters for the issue of civilian protection in the non-international armed conflict in a country.The first chapter analyzes the rules and principles of the international humanitarian law on the protection of civilians and lays the foundation for the protection of civilians in non-international armed conflicts.The second chapter,the paper discusses in international humanitarian law within the territory of a country's armed conflicts apply specific contains the content of the international treaty and the common law,in the international treaties to define clear non-international armed conflict.Chapter iii,based on the general principles of the international humanitarian law,to clarify the legal status of civilians in the conflict within a country,should be protected accordingly.However,the results of the practice are not satisfactory,and the present difficulties are analyzed.Fourth chapter,the analysis concluded that although international humanitarian law applies for non-international armed conflict has certain limitations,but in limited meticulously implement existing within the provisions of international humanitarian law,to ensure its corresponding to fully embody humane value.At this stage,the feasible way is supposed to be set up by the conflict countries adopt the method of domestic legislation,and strengthen play the positive role of the ICRC,at the same time flexible attitude and strive for the opportunity to work with external mechanisms such as the ICRC,such as the United Nations,the international humanitarian law applicable to maximize to balance the sovereign states and within the territory of the country of the relationship between the protection of the victims of armed conflict.
