| The development of the Internet began in the United States in 1969.It developed rapidly and was quickly recognized globally,which greatly facilitated people’s way of life in study and work.With the rapid development of Internet technology and the doubling of the number of Internet users,cyberspace has increasingly become an important channel for the public to express their interests.Netizens’ rich emotional expression and individualized viewpoint elaboration are often turned into public opinions that cannot be ignored.In the face of endless network emergencies,netizens often express their opinions with serious irrational colors due to their lack of social responsibility and basic legal awareness.If these improper remarks cannot be stopped in time,they will quickly turn into public opinion hot spots that affect national security and social stability.Therefore,It is necessary to strengthen the Government’s research on rational guidance and countermeasures for netizens’ expression.In order to better construct the effective order of network civilization and better to create an upward to good network public opinion good atmosphere.This paper starts from the irrational expression of netizens’ speech.Referring to domestic and foreign literature,Through literature research and interdisciplinary research,Internet users,rational expression and irrational expression,network public sphere,network public opinion and network public opinion are defined.And use the speech act theory,public opinion theory as the theoretical support of this paper.Secondly,this paper takes the irrational expression of netizens’ speech as the research object,and discusses from four aspects: speech expression is contrary to "benevolence",unreal,non-compliant and prone to "group polarization".The Chinese Government has made some achievements in guiding netizens to express themselves rationally.The paper also sorts out the Government’s work in guiding netizens to express themselves rationally.On this basis,the Government to guide the rational expression of Internet users in the absence of the existence of the reasons for the lack of in-depth analysis.Study found that the Internet construction of rule of law in China is not perfect,imperfect technical support mechanism and industry self-discipline regulation is insufficient,part of the Government civil servants lack of media literacy,the level of Government information disclosure remains to be further increased and Government regulation to guide the responsibility is not clear cause netizens expression irrational condition not effectively solve for a long time.Finally,the paper puts forward the corresponding reasonable countermeasures and suggestions.These countermeasures include the construction of the Internet and legal system,improve the Internet technical support mechanism,strengthening the Internet industry self-discipline regulation,strengthening the Government public official media literacy training,further improving promoting Government information publicity,build the Government leading and multivariate main body participation in mutual cooperation governance mode,pay attention to rational thinking ability training to guide Internet users.Through these countermeasures and suggestions,we can better promote the construction of effective order of China’s network civilization and build a good atmosphere of network public opinion. |
