As an important platform for poverty alleviation and relief,Charity Supermarket is an important carrier for promoting social welfare.In recent years,charitable supermarkets have developed rapidly,but they also face many problems and challenges.In order to promote the sustainable development of charitable supermarkets,the transformation of social operation mode is imperative.For this reason,according to its development status and innovation needs,the state has issued relevant policies on the social operation innovation of charity supermarkets to guide the social operation of charity supermarkets.Local governments have implemented the socialized operation policy of charitable supermarkets in accordance with the instructions issued by the state.As the whole work is in the preliminary exploratory stage,the implementation effect of the socialized operation policy of charitable supermarkets is not good,and the level of the Socialized Operation of charitable supermarkets is still very low,which requires the government to rethink the existing problems in the implementation process.Based on the research of the background and effect of the socialized operation policy of charity supermarkets in China,taking Qingdao City as an example,this paper discusses the problems in the implementation of the socialized operation policy of charity supermarkets in China from the perspective of normative analysis and the framework of Smith’s policy implementation,such as the idealized policy level,and the local society.Lack of pertinence and vague definition in policy design,poor integration ability of resources,insufficient funds and human resources at the executive level,low awareness of policy implementation at the target group level,low individual donation,weak sense of enterprise participation,lack of charitable donation atmosphere in policy implementation environment,and traditional consumption concepts hinder social groups from participating in charitable supermarket purchasing.The mode of buying activities and supervision needs to be improved,and a comprehensive study is carried out to find an effective way to improve the unfavorable policy implementation,so as to promote the optimization of the social operation of charitable supermarkets and build a scientific,standardized,healthy and orderly pattern of social assistance.
