Whether the government should establish a set of mechanisms to motivate the staff of the village committee committee,the academic community has been controversial.The supporters position the role of the village director as the agent of the state,and some even advocate the implementation of the full-time or public service management of the village cadres;the opponents believe that the property of the village committee autonomy cannot be changed,and the village director should still locate the village spokesperson.However,the role of the village director is considered to be a violation of the self-governing system of the village committee.The focus of the debate is that the government will simplify the mode of civil servant management and apply it to the village director,and systematically motivate the village director to contradict the village committee autonomy system.The author believes that from the historical model of rural governance in China,the relevant provisions and spirit of the current villagers' committee organization law,and the analysis of China's current national conditions,the government encourages the village committee's autonomy on a multi-faceted basis,not only Violating the principle of self-governance of villagers'committees is precisely the spirit of the villagers' self-government principle and the organization law of the villagers' committee.It is consistent with the tradition of rural social governance in China and the current national conditions of China.In practice,it also promotes the development of rural society.In fact,judging from the investigation and judicial cases of the Disciplinary Committee's petition cases,this principle has not been broken in practice,and violations of the self-governing system of the villagers' committees,especially in the disposal of village collective property and resources,have been corrected and Legal relief.Corresponding to this controversy,it is the lack of exploration and establishment of the incentive mechanism for the village director team,which leads the grassroots government to be afraid of the establishment of the incentive mechanism for the village director,the lack of incentives,the lack of incentive factors,and the lack of supervision and constraints.The village director group often has the phenomenon of using power to seek rent,and even many problems such as black bullying,corruption,and violation of laws and regulations have affected the credibility of the government and the implementation of national policies.Therefore,it is realistic and urgent to clarify the legitimacy of the government to establish the incentive mechanism for village directors and to establish an incentive mechanism combining positive and negative incentives,material incentives and spiritual incentives.The article reviews the domestic and international research results of the incentive theory with the relevant incentive theory as the core,and based on the rural survey data of Qingzhou City,Shandong Province,the current The village director encourages practice analysis,focusing on the current operational status and shortcomings of various incentive measures.At the same time,a brief analysis of the reasons for the incentives of village directors in Qingzhou City.According to the motivation theory and the actual incentive mechanism of the village director of Qingzhou City,the village director's incentive mechanism is redesigned in a targeted manner.Firstly,in the compensation mechanism,the village director's remuneration is guaranteed to be cashed,and the remuneration level is moderately improved.Secondly,the performance appraisal mechanism,Establish a scientific and effective performance appraisal system,let the village director feel the fairness of salary distribution;once again,expand the political promotion channel of the village director in the development space,break the"ceiling" of political development;fourth,in the social security mechanism,gradually Exploring the establishment of the village director's pension and medical security system;Fifth,on the supervision and control mechanism,promote the standardization and democratization of village-level governance,and further increase the publicity of village-level work.The main content of the thesis is divided into six chapters.The first chapter is the introduction,which mainly points out the background,significance and purpose of the topic selection,and the domestic and international research review.The second chapter is the basic concepts and related theories,discussing the related incentive theory and its enlightenment to the village director incentive mechanism.The third,fourth and fifth chapters are empirical analysis.Taking Qingzhou City of Shandong Province as an example,the author analyzes the incentive practice of the village director in Qingzhou City,the existing problems and causes,and redesigns the incentive mechanism of the village director.The sixth chapter is the conclusion.
