Research On Cost Estimation And Sharing Mechanism Of Agricultural Transfer Population In Xinjiang

New urbanization to promote "people-oriented",orderly "to promote the transfer of agricultural population of urbanization" is the core of urbanization tasks.Scientific calculation of the cost of agricultural population transfer of the population,is conducive to the rational distribution of the government financial and scientific planning to provide a basis for urban development.In view of Xinjiang regional characteristics,targeted to build a cost-sharing mechanism of the people,is conducive to promoting the healthy development of urbanization.Based on the screening of the method of calculating the cost of the citizen,this paper introduces the method of average cost method,marginal cost method and horizontal area comparison method.First of all,Yining City as a typical sample of the city of public government to calculate the public cost.And then use the horizontal area comparison method to calculate the government public cost of 83 counties and cities in Xinjiang,and use the index method to calculate the enterprise cost of 83 cities and counties in Xinjiang.Finally,the ARCGIS software in geographic information technology is used to visualize the values of government public cost value,enterprise cost value and government public cost pressure coefficient.The results show that the government ’s public cost is generally higher than that in the southern part of Xinjiang,and the government’ s public cost is higher than that of the northern part of Xinjiang.The pressure coefficient of the government public expenditure is higher than that of the southern region.The reasons for the regional differences are related to the level of regional economic and social development,the mode of allocation of financial funds and the natural resource endowments.The goverrunent public cost decreases with the increase of the urban household registration population,and the public cost of the government increases with the increase of the per capita GDP of the city.Finally,it puts forward the mechanism of "government,enterprise,individual and social organization",and the linkage mechanism of"people-land-finance".Xinjiang should explore the mechanism of building a central government,public,regional,and suburban provinces and municipalities to share the government’s public cost,and out of a characteristic urbanization path of "innovation,coordination,green,open and shared".
