The Research Of Cost Estimation And Its Sharing Mechanism Of Migrant Workers Citizenization

Migrant workers are special groups in the process of the modernization of China,they realized the conversion of profession and residential area,but in terms of identity and welfare benefits have much difference with urban resident.They made a significant contribution to the development of cities and towns while at the edge of the city.To achieve the high quality of urbanization development,citizenization of migrant workers is an unavoidable topic.Moreover,with the issuance of household registration system reform plan and the implementation of the policy of citizenization of migrant workers,measuring transformation cost and building cost sharing mechanism reasonably and properly is of great significance to the smooth implementation of citizenization.With restriction of the binary system,transform process of our country’s agricultural population is divided into two phases: farmers to migrant workers and migrant workers to citizens.This paper studies the phase of "migrant workers to citizen",.On the basis of combing the concept of cost of citizenization of migrant workers,explore the causes of the citizenization of migrant workers cost,and construct the measuring system of cost in this paper,and estimate the cost from the national level and provincial level.Using the algorithm of classification and total aggregation,social cost of citizenization of migrant workers can be divided into public cost,private cost and enterprise cost.Based on the marginal concept,calculate the cost of a migrant worker becoming a citizen by each category,and then collect all kinds of cost,and then get the social cost of a migrant becoming a citizen.Measuring results from national level shows that citizenization of a migrant worker’s social cost is 82437.07 yuan,about 1.96 times of GDP per person from2012-2014,among which the public,private and enterprise cost are 32240.43 yuan,33808.72 yuan and 16387.92 yuan respectively.In addition,considering the area difference of our country economy and a better understanding of the characteristics of the citizenization of migrant workers cost,it calculates the cost of citizenization of migrant workers to China’s 31 provinces(autonomous regions and municipalities directly under the central government).Provincial level of the measured results show that social costs of the citizenization of migrant workers range from 65400 yuan to 128800 yuan,and there is a close relationship between the total cost,component cost,structure characteristics and regional economic development level.On the basis of the analysis of characteristics of citizenization of cost,this paper try to design a scientific,feasible and participating cost sharing mechanism.This paper holds that the share of cost of citizenization of migrant workers,should adhere the principle of "cost-benefit combined with responsibility ”,multi-participation,multi-financing","the overall plan as a whole and adjust measures to local conditions","matching the liability and authority",moderately increasing the government’s share proportion,paying attention to the cost sharing between local government liabilities,improving migrant workers’ burden of urban food,clothing,shelter,and transport,paying attention to the role of enterprise in the cost sharing.In order to ensure the effective operation of the cost sharing mechanism in citizenization of migrant workers,put forward the corresponding safeguard measures from the aspects of rural property rights system,taxation system and supervision incentive policy.
