| Social management is one of the four functions of Chinese government.As the concept of governance spreading to China,some scholars began to advocated social governance.After the third plenary session of the 18th CPC central committee proposed the concept of’social governance’,social governance replaced social management to be a hot spot of practice and research.Then exploring the evaluation of social governance inevitably became a research direction.The 19th national congress of the communist party of China declared that socialism with Chinese characteristics has entered a new era.The advent of the new era has brought new opportunities and challenges to the work of the party and the country.We should also understand social governance of the new era with new eyes.In the new era,social governance remains one of the key tasks of the country’s development and reforms.Cities compose largest unit of Chinese society,city social governance needs to be focused on.The evaluation of city social governance is the most direct and effective way of testing the performance of city social governance.Therefore,to provide effective management tools for urban social governance in the new era,it is necessary to establish a set of scientific and operable evaluation system for city social governance in the new era.Based on the previous theoretical research on city social governance and the idea of city social governance in new era,this study clarified the concept of city social governance,as well as the connotation and characteristics of city social governance in new era.On this basis,referring to the practical experience of city social governance evaluation in new era,the evaluation system of city social governance in new era was constructed with the comprehensive evaluation method.To be specific,the first-level indicators and second-level indicators of the evaluation system of city social governance in new era were constructed through the analysis of objectives and principles.Then with referring to the existing evaluation indicators in theory and practice,the three-level alternative indicator database was established under the system of first-level and second-level indexes,and according to the idea of city social governance in new era,the alternative indicators were optimized.Thus a preliminary index system of city social governance in new era was formed.Next,this study conducted an empirical optimizing of the preliminary index system.Through the statistics of empirical data obtained by questionnaire survey,the indicators were screened,the weight of indicators were determined.In the end,the writer explain the nondimensionalization of indicators.Thereout,the evaluation system of city social governance in new era was completed. |
