Study On The Ordinary Road Law Enforcement In Liaoning

Ordinary road as public welfare infrastructure which is closely related to our life,it has made significant progress in recent years.Shows by Liaoning government report,the ordinary road has been built more the 110 thousand kilometers,it also covered by 81.8 kilometers/km2 by the end of 2015.In order to protect the road property rights,the Ordinary Road law enforcement is coming.The main body of Liaoning ordinary road law enforcement are the Administration of Liaoning Road Law Enforcement and the Management Department of Rural Road;Road Enforcement Management,Overrun and Overload Control Management are the main business processes of road law enforcement in Liaoning.The law enforcement range is active across National Road?Provincial Road?County Road and Rural Road.This dissertation based on the public management theory;combined with author's working practice;from the enforcement body,the right of counterparts and the relationship between them three angle embarking to analyze the current situation of road law enforcement in Liaoning.The author using the methods of literature research,empirical analysis and comparative analysis to comparative the ordinary road law enforcement and the advanced management of road property rights with other advanced countries,in-depth analysis of the existing problems of ordinary road law enforcement in Liaoning,it including law enforcement procedure lack of coercive powers,law enforcement means lagged behind,governance mechanisms don't have long-term characteristic,lacks the effective surveillance mechanism and low degree of social identity.The main reasons why those problems exist are improper orientation of subjects of the enforcement,lack of a proper legal system,Road law enforcement which has high cost and low efficiency,the road law enforcement team modular management and the environment of law enforcement need to be optimized.Accounting for these problems,Author suggests the optimization idea for Liaoning road law enforcement in the near future,which included perfected the law enforcement agency,strengthen the construction of the law-enforcing team,coordinating social forces to create a good law enforcement environment.As Liaoning road law enforcement system is still in the process of reform,this article may have some help.
