A Study On The Function Of Township Government In The Rural Land Right Confirmation

In 2013,the Central Committee's No.1 document proposed to generally complete the registration and confirmation of rural land contractual management rights within five years,and in the year of 2018,the registration and confirmation work of contracted land throughout the country was about to be closed down,but the progress in different rural areas has been uneven,and the overall progress has been slower than expected.There are still many deficiencies in the actual operation;meanwhile,it also encountered a series of problems and difficulties.Based on governance theory,property rights theory,government function theory,service-oriented government theory and so on,the author makes comprehensive use of literature research,field questionnaire survey and other research methods to study the function of township government in rural land right confirmation.This paper first defines relevant concepts and theories,and then,combined with the questionnaire data,analyzes and studies the management role,coordination role,and service role of the township government of Dongfang City in rural land right confirmation.It is found that the enthusiasm of rural households to cooperate with the land right confirmation is not high,and the motivation of village and town cadres to promote the land right confirmation is insufficient;It is difficult to deal with land right confirmation disputes such as too-long lease periods,too-low rent and too-large lease areas and historical issues,and it takes a long time for farmers to sign and confirm the certification.Other problems such as the instability of land rights confirmation workforce and the lack of funding for the work also exist.The main reasons are the deviation in ideological guidance and policy propaganda,the lack of effective supervision mechanism and competition mechanism.There are blind spots in laws and regulations in land rights confirmation work,and the work often only focuses on quantity and ignores quality.There is strong mobility of the staff in towns and villages,and it is difficult to guarantee the funds for the work of land rights confirmation.Finally,the paper puts forward some suggestions on how to strengthen the function of township government in rural land right confirmation.First,strengthen the propaganda to mobilize farmers 'enthusiasm for land rights confirmation,raise the business level and service awareness of village cadres,establish a reward system for land rights confirmation.Second,give the front-line personnel the autonomy and flexibility to deal with the issues,establish a complete supervision mechanism and an efficient opinion-handling mechanism,and set up a village level land rights dispute mediation committee.Third,we will strengthen funding and organizational support for land rights confirmation,speed up the construction of supporting service platforms for rural land transfer,and promote mortgage loans with rural land contractual management rights.
