Analysis On Township-government Role In Land Requisition And Demolition In Rural Areas

As a governing subject at the grass roots level,township government builds a bridge between state power and rural society.In other words,township government is located in the connection point of the state and the society.In many areas of China,township government still plays an important role in policy complementation,such as land requisition and demolishment.As such,studying on township government is still practically significant.In this study,a framework of bureaucratic system-township government-rural society is applied to conduct a case study on Y Town's policy implementation process of the program of land requisition of Village H.It is found that Y Town needs to complete the project efficiently while handling the relations to the bureaucratic and social system under the embarrassing situation where its regime is not complete,rural society is unordered and its own administrative ethic is fuzzy.In fact,it acts as a regime operator.Faced with superior government assessment,external administrative supervision and grass-roots execution contradiction,Y township government armes its informal behavior with a legalized procedure.When interacting with superior government,this means a serious of informal behavior with legal process.In this aspect,township government is a formally standardized and normalized struggler and actor,its legitimacy and publicity is formalistic because of its essential goal to get rid of accountability and meet the final assessment of the superior government.As such,township government fails to play a helpful role as a contact of state and society and realize public good.As a regime operator,town government partly leads to the state involution through gambling with superior government and rural society.Bureaucratic system's efforts of solving this problem with its technical governance logic has been proved ineffective.Therefore,we should strengthen grass-roots consultative democracy,which is conducive for the township government to return to the government function standard,and improve grass-roots governance performance.
