Research On Community Management In The Process Of Farmers' Urbanization

At present,as a developing country with a obvious dual structure,China's industrialization has not been completed,and the urban-rural dual structure still restricts the development of urban-rural integration.With the acceleration of the urbanization process,more and more farmers have joined the ranks of the citizens,and they are facing a transition from farmers to citizens in terms of roles,consciousness,ideas and behaviors.As the management and service providers at the grass-roots,the community shoulders the important responsibility of promoting community construction and development.It faces challenges in the psychological integration,role transformation,rights protection and happiness improvement of new citizens,and its management level is directly and inferior.It affects the quality of life and the healthy development of the community.Douyu Town,Luancheng District is a township which belongs to Shijiazhuang City.Due to the adjustment of administrative division of Shijiazhuang City,the former township farmers have brought the original land to the ranks of the citizens which has a particularity.The investigation and research on the specific situation of this community in the process of farmer citizenization will not only help improve the level of community management,but also provide case studies for community management research in the process of peasant's urbanization,and provide reference for enriching China's community management theory.Therefore,it is of great practical significance to study community management in the process of peasant's urbanization.Based on the domestic and international research on peasant's urbanization and community management,this paper summarizes and analyzes the current situation of peasant's urbanization in Douyu Town,Luancheng District,Shijiazhuang City,and considers that the predicament of reality after the urbanization of farmers Douyu town includes: Issue of employment and income,imperfect public facilities,gaps in identity and awareness of ideas.Using the questionnaire survey method and interview method,the current situation of community management in Douyu Town was investigated.Through the statistics and analysis of the survey results,it was found that the community management of Douyu Town has the following problems: the community management system needs to be improved,the community Cultural activities cannot satisfy the needs of new citizens,community public services are not perfect,and the sense of belonging of new citizens is not strong.According to the theory of social integration,the theory of silent spiral and the theory of human modernization,the following countermeasures and suggestions are proposed for strengthening community management: implementing relevant policies,strengthening community management and construction;improving cultural literacy of new citizens,enriching community cultural life;and improving community public services.Ensuring the needs of new citizens in various aspects;encouraging new citizens to participate in community management,fostering a sense of belonging;innovating land use and achieving sustainable development of the community.The innovation points of this paper mainly include: introducing The Spiral of Silence theory of journalism into the study of community management,proposing that the new citizens should be encouraged to express their different opinions,actively participate in community management,and enhance their sense of belonging and ownership to the community;In this paper,the author studies the special community of Douyu town(the former farmers with land become citizens),and puts forward some countermeasures and Suggestions on the citizenization of the farmers in the community,especially some specific Suggestions on the rational use of new citizens' land: strengthening the construction of land management system,and strictly controlling the use and approval of land;We will use existing land to develop community economies,Ensure the sustainable use of the land,and provide new citizens with more opportunities for entrepreneurship and employment.
