Land-lost Farmer’s Citizenship In The Jiangbei District Community Under The Background Of New Urbanization

With the continuous acceleration of urbanization,there are such a large number of special groups in the current process of urbanization,which are collectively called landless farmers.Most of the landless farmers are vulnerable groups with low cultural skills and less funds,which often become obstacles to social stability and urbanization.The urbanization of farmers is the key problem in the process of urbanization,and the settlement community of farmers,as an important carrier and support of the urbanization of farmers,is of great significance to the management of resettlement communities for solving the problem of urbanization of landless farmers.The first part of the article mainly describes the methods and main contents of this paper.The second part of the article mainly depends on the theoretical basis of community governance,starting with the governance theory as the first theory,then to the branches of governance theory,discussion on Grid governance,and finally combined with the three theories of community governance as the theoretical basis of settlement community governance.The third and fourth parts of the article mainly revolve around the current management situation of settlement community in Jiangbei District of Ningbo,aiming at the three problems existing in Ningbo,such as the low enthusiasm of citizenization and residents’ participation in governance,the imperfect organizational basis of management and the management of the main body of management.And so on the cause analysis.The fifth part mainly puts forward the corresponding optimization path according to the analysis of the problems and causes of the three or four parts.As a unique product of urbanization,farmers’ settlement community is often different from urban community in management because of the particularity of its main body.Community management,especially peasant settlement community management,is a key and difficult problem in Ningbo and even other areas of our country.Although there are clear policies and regulations,the combination with grass-roots practice is not close enough,and does not play the role of setting up community autonomy organizations under the leadership of the government.In this paper,a farmer settlement community in Jiangbei District of Ningbo City,which has a relatively high degree of urbanization,is selected as the research object.Through a large number of literature reading and combining with personal work practice experience,take Jiangbei District as For example,through the systematic analysis and research on the co-construction mode of "trinity" of farmers’ settlement community neighborhood committee,owners’ committee and property company,this paper probes into the optimal path of farmers’ settlement community management.
