Optimization Of Emergency Information Management In Fujian

At present,Fujian Province is in an important period of economic transition and social transformation.With the development of society and technological innovation,emergency information management is facing challenges of new situation.In the process of handling some serious emergencies,especially under the impetus of new media dissemination,the discovery and transmission of emergency information is no longer limited to the government,and the acquisition of emergency information sometimes lags behind the society and sometimes the superior government,which affects the response and handling effect of emergencies,thus giving birth to the requirement of management innovation combining the new technical environment with the traditional business processes and working methods.In 2018,the establishment of the emergency management department was generally regarded as a major institutional innovation in the development of emergency management.The reform of the emergency management system hasstrengthened the top-level design and brought opportunities for the optimal development of emergency information management.As a provincial first-class government,Fujian should seize the historical opportunity to reconstruct the business process matching the top-level design from the mechanism,strengthen all aspects of emergency information collection,processing,transmission and utilization,so as to ensure the effective integration of government-led and multi-subject participation.In this paper,the problems existing in emergency management in Fujian Province are carefully sorted out fully combined with the specific cases of emergencies,and the reasons are analyzed from the aspects of organizational structure,management mechanism and technical support in the process of emergency information management,such as decentralization of functions,procedural modeling,weakening of grass-roots capacity,fragmentation of resources and unbalanced construction,taking the emergency information management model in Guizhou,Shanxi,Guangdong,Shanghai and Zhejiang as an example.This paper analyzes the work experience of local governments in emergency information management,such as paying attention to the participation of non-governmental entities,the training of grass-roots forces and the support of various technical means,and further puts forward countermeasures to optimize emergency information management,including building emergency information sharing platforms,expanding the "width" of information organizations,strengthening the role of government emergency information reporting main channels,improving the "speed" of information reporting,and enhancing cooperation with information service enterprises.Strengthening the "breadth" of information.acquisition,establishing a multi-party information reporting mechanism,ensuring the "accuracy" of information transmission,maintaining good interaction with local media,digging the "depth" of information connotation deeply and improving emergency management related facilities,and promoting the "strength"of information security to comprehensively improve the timeliness and accuracy of emergency information disposal,so as to effectively solve the problem of long-term failure to fully integrate various emergency information resources within traditional administrative organizations and realize the optimization and improvement of emergency information management capabilities in Fujian Province.
