Think tank is a relatively stable policy research and advisory body independent of the political system,providing scientific intellectual support in various fields.The legislative consultation makes professional decision-making consultation for the local People's Congress and the government to exercise legislative power.Based on the investigation of the institutional basis and background of the construction of the local legislative think tank,this paper analyzes the three basic characteristics of the independence,non-profit and practical application orientation of the local legislative think tank,summarizes its role in all stages of local legislation,summarizes the specific situation of the existing three models of the local legislative think tank,and aims at the official think tank,college think tank and social think tank are studied for example.It is found that the construction of local legislative think tank has the problems of unreasonable structure,insufficient influence,lack of independence and lack of funds,especially the repetitive and low-level construction of local legislative think tank,the unreasonable structure circle of think tank,the lack of social think tank,the lack of talents in some think tanks,the low enthusiasm of researchers,the quality of legislative consulting research.the idea is not independent,the legal status of the think tank is unclear,the neutrality is insufficient,the fund raising channel is single,the management confusion and so on are outstanding.In response to these problems,mainly from two aspects of the solution.Firstly,The Local People's Congress should provide a good ecological environment for the development of local legislative think tanks.The Local People's Congress and its Standing Committee are the ultimate consumers of the ideological achievements of think tanks,which should provide a good ecological environment for the development of local legislative think tanks.It is necessary to local legislative think tanks to keep the channels of communication between think tanks and the legislature open,to integrate think tanks into the decision-making reference system,to greatly improve the scientific,democratic,impartial and effective decision-making,to build a complete think tank system,to develop a social think tank.and to create a situation of equal competition.Secondly,strengthen the local legislative think tank self-construction.Innovative Talent Training management model,strengthen the staffing,not only to hire a leading talent with strategic thinking,but also attach importance to the formation of a sincere research team,improve the talent management mechanism,improve the various legislative think tank research staff management and assessment system.At the same time,reform the internal funds of the think tank to raise and manage,build diversified financing channels,the sustainable development of local legislative think tanks,mobilize the enthusiasm of think tank researchers and improve the research results of think tanks,but also to use a variety of forms of innovative funds management model,multi-measures and deepen the reform of the management system.From the legislature should provide a good ecological environment for the development of local legislative think tanks and the construction of local legislative think tank's own two aspects to explore ways to improve the professional local legislative advisory capacity,in order to improve the think tank to serve the local people's Congress at all
