The Study On Promoting The Work Of Local Legislation(Amending The Law) By Local CPPCC

This article focuses on role of the CPPCC Local Legislation (Amendment Law) by taking Huhhot as an example.About 144 proposals for legislation or proposed amending the law,based on the Huhhot CPPCC 1984 -2013 years 30 years paper proposal file selection, have been elected to have an investigation and analysis.The second part of the paper carries on the composed analysis of proposal legislation which including the constitution analysis of the proposals,proponents and undertaking sectors by setting up the indicators of local legislative work of the CPPCC proposal to promote quantitative judgment. In the end of the second part,the author have two examples analysis binding the proposals of keeping dogs and heating management.Quantitative approach has been used to assess the CPPCC proposal to promote efforts in the relevant laws and regulations. The third part is mainly about a solution to the problem of Huhhot CPPCC, including the strengthening of cooperation with the legislature, and the CPPCC to strengthen self-construction and other measures making a superior lawTh current research about the role of the CPPCC to promote the legislation is relatively rare, can be considered a relatively new topic.
