| Social development promotes public demand,public demand is intertwined with public interests,and the realization of public interest depends on the effective function of the public goods market.With the social evolution,the problems in the field of public goods have always existed,theoretical research and practical exploration have also been updated and iterated.The era appeal of "national governance system and modernization of governance capacity" calls for the domestic public goods market to mature,compared with the domestic public goods sector.The theoretical research and practical development still have some areas for improvement,and the imbalance between supply and demand needs to be paid attention to.The expression and identification of demand is the logical starting point for public goods decision-making.Non-competitive and non-exclusiveness determine that the collective attributes of public goods are relatively obvious,and their allocation must be based on the collective needs of the general public or the general public in the region,in order to achieve the overall service level or infrastructure conditions in the jurisdiction.The collective selection process represents that public goods cannot rely on the price mechanism to achieve automatic equilibrium under the "pure market environment".How to realize the demand expression of public goods has become an important issue.Based on the concern about the plight of public goods demand,this paper focuses on the following questions:(1)How to construct the general analysis framework and structure level of the public goods demand expression mechanism?(2)What is the proper state of the operational logic of the public goods demand expression mechanism?(3)Does the "exit-voice" framework’s explanatory power for the expression of public goods demand stand up to the verification of empirical analysis?(4)How to let the public fully express the actual demand for public goods,how to identify the dispersed individual needs and integrate them into the overall will and make public goods supply and demand decisions?In order to solve the above problems,this paper discusses the "corrected’economic man’ assumption" and "public goods evaluation standard" in detail,clarifies the theoretical starting point of the study of urban public goods demand expression mechanism and demonstrates the "exit-voice" framework.Adaptability in the expression mechanism of urban public goods demand.On the basis of theoretical analysis,the operation logic of urban public goods demand expression mechanism with "expression-recognition-decision" as the core is constructed and the data of CGSS2013 and CGSS2015 is used to express expression-recognition-decision.The operational logic has been tested empirically.Based on theoretical analysis and empirical research,this paper finds that the lack of effectiveness of the "calling behavior" and the limitation of "exit space" in the current domestic urban public goods market have caused urban residents to face the supply and demand of public goods.When there is an imbalance problem,there is almost no possibility of high-efficiency expression.The demand expression process is very difficult,and the operation of the demand expression mechanism lacks vitality.In view of this,this paper attempts to explore the perfect ideas of the domestic urban public goods demand expression mechanism from three dimensions:through the reversal of information discrimination and appeal suppression,the effectiveness of appeal behavior,the tentative creation of exit space to seek collective supply and The possibility of space withdrawal,providing cultural and institutional support to build a security system,etc. |
