Research On The Thought Of Targeted Poverty Alleviation For Rural Areas In The New Era

Poverty is the shortcoming of national development.It is the unshirkable mission and responsibility of the party and the government to eliminate poverty.Since the 18 th National Party Congress,The party Central Leadership Group with Comrade Xi Jinping as its core attaches great importance to the work of the "three rural issues" in the new era,and has made the targeted poverty alleviation of rural areas the top priority of the work of “agriculture,rural areas and farmers”,and has risen to a comprehensive well-off society.The strategic goal of society is to build a socialist modernization power.In November 2013,When General Secretary Xi Jinping went to the 18 th Village of Xiangxi area to investigate and inspect the rural poverty alleviation work,Xi Jinping proposed the concept of “targeted poverty alleviation” creatively at the first time,and emphasized that “poverty alleviation should be realistic,tailored to local conditions,classified and guided,and implemented to help the poor”.In October 2017,General Secretary Xi Jinping made a new comprehensive deployment of rural poverty alleviation work in the report of the 19 th National Congress of the Communist Party of China.He repeatedly stressed that we must resolutely win the battle against poverty in the new era and resolutely lay down this "hard bone".Let the poor in deep poverty areas join the people of the whole country in a comprehensive well-off society and ensure that no poor people are left behind.Form then on,China’s rural poverty alleviation and development has entered a new era of targeted poverty alleviation and a new stage of winning the fight against poverty.In this context,we should make a thorough theoretical thinking and theoretical explanation on the targeted alleviation of rural areas in the new era comprehensively and systematically.They are not only for enriching and developing Marxist anti-poverty theory,but also for further understanding of the poverty-stricken management strategy of socialism with Chinese characteristics.It has very important theoretical significance,and it also has very important practical significance for the new era to resolutely win the battle against poverty,to fight against the overall well-off society,and to start a new journey of building a socialist modern power.The thesis comprehensively uses the research methods of combing the literature,comparative analysis,historical investigation and theoretical thinking,and conducts a comprehensive and systematic theoretical study on the targeted poverty alleviation thought in the new era.The main contents are as follows:The first part mainly introduces the research background,significance,content and methods of this paper,the research on current situation at home and abroad,the difficulties and innovations of the research.The second part focuses on the theory of anti-poverty theory of Marxism-Leninism,Mao Zedong’s theory on poverty eradication in Chinese society and Deng Xiaoping,Jiang Zemin and Hu Jintao’s theory of rural poverty alleviation and development on socialism with Chinese characteristics.The third part elaborates the formation process of the thought of targeted precision poverty alleviation of rural areas from Xi Jinping’s experience of poverty-stricken experience and personal poverty alleviation,and it divides formation process into four stages: germination,development,perfection and maturity.The fourth part specifically discusses the main contents of the thought of targeted poverty alleviation in the new era from six aspects,and summarizes its contents as identify the object accurately and solve the problem of “supporting who”;The project is arranged accurately,solve the problem of“how to choose the road”;The use of funds is accurate,solve the problem of“how to spend money”;The measures of assistance are accurate,and the problem of“how to help”is solved;Sending people is accurate,solve the problem of "who will help";The effect of poverty alleviation is accurate,and the problem of “how to retreat”is solved.The fifth part comprehensively analyzes the value of the thought of targeted poverty alleviation for rural areas in the new era.From a theoretical point of view,the though of targeted poverty alleviation is an important part of Xi Jinping’s socialist ideology with Chinese characteristics in the new era,embodying the development principle of people-centered and the essential requirements of socialism;From a practical point of view,the implementation of targeted poverty alleviation provides a realistic need for building a well-off society in an all-round way and realizing the great rejuvenation of the Chinese nation.It also provides a Chinese plan and contributes to China’s wisdom for promoting the development of the world’s poverty reduction cause.
