Analysis On The Issue Of Power Supervision Of Village Cadres At Present Stage

The villager autonomy system is a new grassroots social and political system in which the majority of peasant masses in China are the masters of their own affairs and manage their own affairs.In the course of more than 30 years of practice,the villager autonomy system has expanded grassroots democracy,developed rural agricultural economy,and maintained social stability at the grassroots level in rural areas.It has important practical and theoretical significance for building socialist democratic politics with Chinese characteristics.However,while village self-government has been continuously implemented,the issue of power supervision by village cadres has also undergone profound changes.At this stage,due to the lack of timely and effective supervision of the cadre power of the village cadres,some village cadres abuse their powers,arbitrarily and arbitrarily,and frequent violations of laws and disciplines.Therefore,how to supervise the power of village cadres in a timely and effective manner has become an important topic in the study of power supervision.Based on the investigation method and case analysis method,the thesis studies the power supervision of village cadres at the present stage based on the principal-agent perspective.Firstly,it summarizes the connotation and significance of the villager autonomy system in China,the main body of the villagers' autonomy,the definition of the village cadres and the scope of power.The principal-agent theory is used to understand and analyze the power relations under the villagers' autonomy,and the necessity of strengthening the power supervision of the village cadres is explained.Secondly,taking the typical case of the former director Guan Hehe of the Nanzheng Village Committee of Muzhou Town,Xinhui District,Jiangmen City,Guangdong Province as an example,introduces and analyzes the current situation of the power supervision of village cadres at the present stage,and raises the supervision of the power of village cadres at the beginning stage.The existing problems include four aspects:imperfect laws and regulations,weak system construction and execution,low overall quality of village cadres,and weak supervisory subject consciousness.Finally,aiming at the current situation and problems of the village cadres' power supervision,the author puts forward the ideas and countermeasures for improving the power supervision of the village cadres,and strengthens the supervision of the village cadres'powers from the whole,starting from the details,including the sound supervision of the village cadres.The laws and regulations,improve the villagers' autonomy system to supervise and restrict the power of village cadres,earnestly improve the overall quality of village cadres,enhance the awareness of the main body of supervision,expand the channels of supervision,and strengthen the timeliness of the supervision and control of the power of village cadres.
