Problems And Countermeasures Of China’s Public Diplomacy To Asean Countries

Public diplomacy as a new way of diplomacy has attracted wide attention from many countries throughout the world and has become an important supplement to various traditional diplomacy activities.Public diplomacy can effectively improve a country’s visibility,recognition and reputation on the international stage,and become a new method for a country to safeguard its own interests and create a good image.ASEAN countries have become one of the major political forces in East Asia and for many years have been regarded as one of China’s most important geopolitical strategic partners.China has never ceased its practice of public diplomacy with ASEAN countries.However due to the late start of China’s public diplomacy,corresponding theoretical research is still in the exploratory stage,and with the international community’s concern about China’s rapid rise;many problems in China’s public diplomacy with ASEAN countries still exist.The author considers China’s governments,non-governmental organizations,all-round humanistic exchanges,the"21st Century Maritime Silk Road"construction,etc.as the subjects of the research of the public diplomacy to ASEAN countries and as the framework of research for this paper.This paper makes an in-depth analysis of the problems and causes of China’s public diplomacy with ASEAN countries.Concluding that communication needs improvement,implementation is simplistic,research lack relevance,diplomatic activities lack credibility,and foreign interference has exacerbated the complexity of the circumstances as problem factors while weak communication content and formation,unformed government system,diversity of ASEAN countries,the impact of China’s threat and low efficiency in dealing with crises are the obstacles it faces.Based on these conclusions,this paper puts forward specific countermeasures to promote the practice of public diplomacy between China and ASEAN countries.
