| Since the 1980 s,influenced by the new public management movement,the civil service system in western countries has undergone a series of reforms,among which the introduction of market employment mechanism has become the reform direction of many national civil service systems.With the deepening of reform and opening up,China’s civil service system is also improving.Shenzhen and Shanghai took the lead in carrying out the pilot practice of civil servant appointment system and developed two different models,which provided experience for other provinces and cities to carry out civil servant appointment system.In the context of deepening the reform of the administrative system,the reform and development of the civil service system has become an important aspect of the reform of the administrative system.In the development process of more than ten years in China,the civil service employment system has accumulated a lot of experience,but also exposed a lot of problems.Selection based on the comparative analysis and case analysis,shenzhen,Shanghai pudong new area,and a comparative study on civil servants’ employment system in liaoning province practice,analyzing advantages and disad vantages,and combined with the current civil service system in the process of the implementation of the post appointment,introduced the methods,assessment and promotion,there are specific problems exit mechanism,laws and regulations,through the intrinsic motivation,and the protection of the rights system design from three aspects to analyze the causes of these problems,in order to further puts forward the measures to provide a more comprehensive perspective.Through to strengthen the government civil servants service consciousness,the British government adhere to the general standard selection,the Australian government to perfect the management constraints,comparative study of the civil service laws and regulations,draw lessons from the foreign experience in the civil service appointment system,finally puts forward the specific job scope,to enroll procedures,reasonable a ssessment and promotion,improve the exit mechanism,perfecting laws and regulations such as the specific solutions.This provides reference for the further development and promotion of the followup appointment system of civil servants,and is of great significance for improving the appointment system of civil servants in China,creating a good political environment and promoting the reform of China’s administrative system. |
