The appointment system refers to the way to sign-up the the employer and the employee through the signing of the contract to determine the rights and obligations of both parties and the salary,welfare,employment period with flexible deadlines,negotiation and other characteristics.By introduction of the appointment system in the civil service management field,is a major breakthrough in China's civil service system.Civil servant appointment system break the traditional impression of the civil service is "a secure job",it also is the changing of the concept,the start of civil servants is full of energy,an important attempt is the administrative reform in our country.This paper based on the actual situation of Jilin Province,starting from the practical process of the implementation of the civil servant appointment system in Jilin Province,analysis process of the reform of appointment system of civil servants in Jilin Province,achievements,problems and causes of the problem in-depth mining,the successful experience in reference to the reform of the civil servant appointment in other areas,put forward some suggestions to promote the reform of the civil service appointment system in Jilin province.This paper is divided into five parts,the first part is the introduction,which briefly analyzes the research background and the significance of this study,and summarizes the research status at home and abroad.Second part is introduction of some related concepts and theoretical basis,defining the appointment of civil servants,and put forward the theoretical basis of this study.The third part summarized the implementation of the appointment system of civil servant of Jilin Province and background,based on the status of implementation of the civil service appointment system in Jilin Province,summed up the problems in the process of implementation,and analyze the causes of the problems existing in Jilin province.Problems existing in the implementation of civil service employment system in Jilin Province include: lack of continuity;personnel management And the lack of norm;personnel exit barriers.The main causes of these problems are: one is the social acceptance is not high;the two is the rules and regulations is not perfect;the three is the protection mechanism is not perfect.Part four introduces the experience of other parts of the civil service appointment system,summarized Shenzhen City,Shanghai city and other areas to implement the appointment of civil servants the experience in Jilin province for the further implementation of the civil service appointment system provides reference.The fifth part introduce the path to advance the reform of the civil service appointment system in Jilin province,according to the above analysis,put forward four proposals for reform of the civil service appointment system in Jilin Province: one is to step up publicity,the acceptance by the public and civil servants.Second,improve relevant regulations,pay close attention to the civil service appointment system independent of legislative,and actively improve the relevant rules.Third is to establish a scientific management system,with a focus on scientific,detailed job classification,while establishing assessment system applicable to appointment,implemented a wide range of wages.Four configuration mode is reforming the personnel management authority,delegation of management authority competent Department should take the initiative,grass-roots administrations to strengthen personnel management ability.
