With the deepening of China's economic and political system reform,the reform of civil service classification management has become an important direction of personnel system reform.Under the background of this era,as a new way to transfer civil servants,the public selection examination of civil servants has been actively explored and practiced in the central,provincial and municipal organs,trying to make the grass-roots civil servants become the main source of the new force of cadres at higher levels.Although through the practice in recent years,the public selection of civil servants has basically formed a set of stable procedures and models,the selection,training,management,use and other aspects of the relevant system has become increasingly sound,but in the large-scale multi-batch selection of civil servants,it also exposed the inconsistent of the direction of reform and civil service classification management.The inconsistent situation mainly reflects the insufficient implementation of the principle of "grading and classification" in the process of enrollment,which makes the selection results not really achieve the purpose of improving the structure of the cadre ranks,conforming to the direction of personnel reform and improving the efficiency of the government.This also affects the effectiveness of the selection of civil servants to a certain extent.In this case,this paper takes the reform of classified management of civil servants as the research background,and studies the public selection of civil servants,which will help to further improve the selection methods and methods,and help the organizational departments,employing departments and selection personnel to treat the selection work correctly.As an aspect of many civil servants management studies,it also conforms to the need to comprehensively push forward the reform of the cadre and personnel system at this stage.This paper comprehensively uses the methods of literature research,comparative analysis,questionnaire survey and in-depth interview.starting with the reform of civil servants'personnel system in China,systematically investigates and expounds the development process of civil servants' classified management system and the development of selection and examination.Secondly,through the way of questionnaires and interviews,this paper makes an empirical study on the selection and examination of civil servants in the central and some provinces,examines the general situation of the selection and examination system of civil servants,the relationship between the reform of classification management and the civil service selection and examination,and the problems existing in the selection and examination system of civil servants under the perspective of classification reform,and analyzes the causes of the problems.Finally,the paper puts forward the corresponding improvement policies and suggestions,including strengthening the top-level design,perfecting the examination system,optimizing the evaluation system,scientific investigation forms and other aspects,trying to explore a more optimized exit path of civil service selection examination in line with the current personnel system reform in China.
