Study On The Role Of Local Government In Idle Land Disposal

At present,China’s economic development has entered a "new normal".With the rapid economic development and the continuous advancement of urbanization,the demand for construction land has increased dramatically.However,because of the non-renewable and scarcity nature of land resources,the available land for new construction land is very limited.How to promote the quantitative development or zero growth of construction land and solve the problem of farmland protection is an inevitable requirement for China’s sustained and healthy economic development,and also the fundamental way for Hainan province to promote the scientific development of free trade zone and free trade port and sustainable development.The study of the role of local governments in disposing idle land and the search for the optimization method to activate the existing construction land are undoubtedly one of the important ways to solve this problem.Taking Sanya city as an example,this paper takes the role of local governments in idle land disposal as the starting point for discussion,studies the role dilemma of local governments in idle land disposal,and puts forward suggestions on optimizing the role of the government.This paper is divided into five parts.The first part is the introduction,which introduces the significance and background of the research,and the foreign and domestic research on the role of local governments and idle land disposal.The second part analyzes the proper role of local government in idle land disposal.Firstly,the concept of idle land and government role is defined.Then it introduces the theoretical basis,including new public service theory,limited government theory and public choice theory.Finally,it defines the proper role of local government:public policy executor,public service provider,public interest maintainer,management mechanism innovator.The third part analyzes the role of Sanya municipal government in idle land disposal.Based on the analysis of the idle land data and disposal in Sanya,it is found that the role dilemma of Sanya municipal government in idle land disposal has the following four aspects:First,the government failed,and the policy implementation was difficult.Second,the service is insufficient,the construction land development is difficult;Third,the efficiency is not high,public interest maintenance is difficult;Fourthly,it is hard to make progress and drive innovation.The fourth part puts forward three suggestions to solve the plight of the role of local government in idle land disposal.First,change the role of government.By changing the concept of government and public officials,the value orientation of people orientation and the service concept of public interests are established,and then the role of government is optimized.Second,transform the role from the angle of reforming government function.The role of local governments in idle land disposal is optimized through the construction of limited government,service-oriented and responsible government.Third,change roles from the perspective of improving management mechanism.We will explore new ways of reform of tax,explore the establishment of secondary market of land,and supervise the development and utilization of construction land in order to achieve the goal of dispose of idle land at source.
