Public Policy Social Stability Risk Assessment And Its Application

With the social transformation into the "deep water area",public policy,as one of the means of authoritative distribution of social values and social management,has gradually tended to social equity,social stability and good government governance.However,with the advent of a high-risk society,the contradictions among various parties during the process of decision-making and implementation of public policy will lead to various risk factors that affect social instability.Therefore,the social stability risk assessment of public policy plays an increasingly important role in playing policy effectiveness,improving policy performance and promoting social stability.This paper takes the social stability risk of public policy as the evaluation object,and classifies the risk subject of public policy into participation subject,decision-making subject and accountability subject through stakeholder identification method.At the same time,classifies the risk factors as decision-making risk,economic risk,social risk and public opinion risk,and listed the specific risk involved in all kinds of risks.On the basis of clarifying the risk subjects and identifying the risk factors,based on analytic hierarchy process and Delphi method,this paper constructing social stability risk assessment index of public policy.And applied the risk assessment index into the analysis of the policy of closing policy of migrant children school.In the application process of public policy social stability risk assessment on closing policy of migrant children school,firstly,comb out the background and risk characterization of "migrant children school" closing policy.And then,discuss the the logic of policy closure risks from the three levels of risk situation,risk boundary and action mechanism.The study thinks the risk of public policy social stability is caused by the policy driven mode based on"sports governance" and the upgrading of urban management mode.And risk boundary conflict of interest risk boundary,power risk boundary,right risk boundary and institutional risk boundary,as well as,action mechanism in the context of social burning effect.Then take the closing policy policy as specific case,by using the public policy social stability risk assessment index calculate the total value of risk.The analysis results show that the closing policy has been decreased for the revised stages of the decision-makers,and improved identity of the participants.However there are some difficulties during the process of the risk assessment management and application,such as anomie of assessment procedure,lack of communication path coordination mechanism.Thus,this paper puts forward the optimization strategy of public policy social stability risk assessment,which contains clarifying the boundary of public interest,standardizing the procedure of policy risk assessment,balancing policy rights and powers,and improving the communication mechanism of public opinion.
