Test Analysis On Risk Assessment Policy Of Social Stability

Since the reform and opening up, China’s economic and social development has kept a good trend. But then it comes various problems and potential risks. If these problems are not solved perfectly, they may out of control and even with social crisis accumulated to a certain extent. The eighteen Party Congress has pointed out that we should establish and perfect the major decisions on risk assessment mechanism of social stability, which is a major measure to strengthen and create social management, a significant effect on system construction on maintaining social stability and promoting social harmony, and an important content of maintaining people’s rights and interests of the Party and the government. "Interim measures of risk assessment on social stability of investment projects of major fixed assets " promulgated by National Development and Reform Commission in 2012 requests risk assessment of social stability on investment projects of major fixed assets, from whose origin to prevent and control social stability risk of major engineering projects, after that in succession coming with corresponding risk assessment methods of social stability from place to place, so as to enhance the initiative, prospective, scientific and effective ability on facing social stability risk.This paper established four types of text analysis framework of strategy planning, organizational guarantee, concrete implementation, policy support and maintain and in turn do the policy text encoding, with policy on social stability risk assessment as the research object through visiting the government portal website to collect research data. On this basis, this paper takes advantage of ROSTCM analysis software to validate and analyze the code through analyzing and pointing out problems on evaluation object, evaluation content and evaluation organization of policy text. At last, this paper puts forward to advices to perfect risk evaluation text of social stability, and provides reference for relevant departments to formulate and perfect relevant policies of risk assessment on social stability.
