Research On The Development Model Of Grass-roots Democracy In New Community Of Fishing Village

In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping clearly put forward the implementation of the strategy of rural revitalization,the implementation of the strategy of rural revitalization,the "priority of agricultural and rural development" and the "establishment and improvement of the system and policy system of urban-rural integration and development,and the acceleration of agricultural and rural modernization".In order to study and implement the strategy of Rural Revitalization proposed in the report,the paper mainly based on the investigation of rural governance in Zhoushan Island,to study the grass-roots democratic development model of the new community in fishing village.Rural urbanization is the direction and task of China's agricultural and rural development,is an important part of building a well-off society in an all-round way.After the 18 th National Congress,with the deepening of rural urbanization process,China began to explore a new road to rural urbanization,in which the new community of fishing village is a typical example,the new community of fishing village will be fishing and farmers.The leading way and main carrier of village management.Studying the grass-roots democratic development of the new fishing village community can not only effectively promote its grass-roots democratic construction and the development of fishing village economy,but also effectively accelerate the transformation of fishing village to the new fishing village community,thus speeding up the pace of rural urbanization.But with the development of grass-roots democracy in the new fishing village community,new contradictions and challenges appear in the management mode of grass-roots society.In order to solve the new needs of the grass-roots democratic development of the new community in fishing villages and improve the new democratic management mode of fishing villages,it is an important problem that we need to explore at present.Zhoushan,Zhejiang Province,has many successful new community cases,such as the grid management service system of Putuo District,the road of Daishan "sea Fengqiao" and the governance of Nanlan New Fishing Village promoted by "Xiangxian Culture" in Donggang,which provide many inspirations for the study of the grass-roots democratic development model of the new fishing village community,such as joint governance.Advantage development of rational mode,democratic governance,conceptual participation in cooperation mechanism,logic of social transformation and innovative features.These enlightenments have certain reference significance to the reform of urbanization of fishing villages,the reform of social management system,the innovation of social system and social development.This paper analyzes the development of the new grass-roots democracy in some fishing villages in Zhoushan,Zhejiang Province,by using the case-list analysis method,and expounds the status quo,dilemma,enlightenment and influence of the case-list in order to explore the road of grass-roots democracy development in the new fishing villages.In order to achieve the new community of fishing village people directly exercise democratic rights,self-management according to law,self-service and self-development purposes.
