State-owned enterprises play a very important role in the development and operation of social economy,which is related to national economy,people’s livelihood,economic security and social stability.In recent years,there are many cases concerning the moral hazard of managers in state-owned enterprises,which seriously damage and affect the image of state-owned enterprises and the development of social economy.Some cases even damage the relationship between the Party and the government and the people.Under the new situation of market competition incentive,how to let the managers of state-owned enterprises concentrate on the overall situation of enterprise development and honest practice is an urgent problem to be solved in practical work.Studying and analyzing the moral hazard of managers in state-owned enterprises is conducive to understanding the current situation of state-owned enterprises’operation and management,analyzing and establishing an incentive and supervision mechanism suitable for the current state-owned enterprises,promoting the perfection of rules and regulations and the construction of enterprise culture,and promoting the development and improvement of state-owned enterprises,and improve the operation efficiency and the value of state-owned assets value added.Since the Nineteenth National Congress of the CPC,the CPC Central Committee,with Comrade Xi Jinping as its core,has made tremendous achievements in promoting the construction of a clean and honest Party style and the struggle against corruption.In order to implement the spirit of the Eight Provisions of the Central Committee,many state-owned enterprises adhere to the principle of treating both symptoms and symptoms,vigorously promote the prevention and control of moral hazards and the-construction of a system to punish and prevent corruption,and strive to achieve early warning and timely prevention of moral hazards.However,judging from the special inspection by the central government and the cases investigated and dealt with within the state-owned enterprises,the phenomenon that the managers of state-owned enterprises take power for personal gain,corruption and inaction as disorderly actions still exists.The lack of awareness of the prevention and control of moral hazard,the lack of specific measures and the lack of restrictive mechanism of power operation are the causes of the managers of state-owned enterprises.The reasons for the imperfect moral hazard prevention and control system are discussed.Building a good moral hazard prevention and control system for managers of state-owned enterprises is an important measure to improve the internal management and risk prevention and control system of enterprises and the governance structure of state-owned enterprises.If the system of moral hazard analysis,assessment,prevention and assessment is absent or separated from the management of enterprises,once corruption occurs,it will easily lead to serious damage to the operation of enterprises.Therefore,it is not only in line with the current situation of China,but also an important issue that should be paid attention to in the future development of state-owned enterprises to study the Countermeasures of moral hazard prevention and control for managers of state-owned enterprises.This research focuses on the managers of state-owned enterprises,takes H company of state-owned enterprises as an example,combines the relevant theoretical guidance of moral hazard and the actual situation of enterprise production and management,and explores the causes,prevention and control of moral hazard of the managers of this enterprise.Guided by the management knowledge of principal-agent,incentive mechanism and PDCA theory,this paper explores the Countermeasures of moral hazard prevention and control for the managers of state-owned enterprises,and improves the effectiveness and practicability of the system of moral hazard prevention and control.It provides the basis and basis for the future research on moral hazard prevention and control of state-owned enterprises in Area H.Although H company has recognized the importance of moral hazard prevention and control,due to the company management is not standardized,the environment is complex and other reasons,the system of moral hazard prevention and control of managers is not perfect,leading to internal managers of the company from time to time have moral hazard.This study re-optimizes the company’s moral hazard prevention and control system,constructs a suitable moral hazard prevention and control system for H company,which is conducive to improving the moral hazard prevention and control work of the company’s managers,promotes the optimization of H company’s moral hazard prevention and control countermeasures,and further prevents the occurrence of corruption.
