Minority language education has always been the most important part of our national education system,from the point of view of the right to education,ethnic minority languages education is closely related to ethnic minority student right to education equality.From the perspective of national education right,the minority language education influences and reflects the adequacy of the exercise of national education right to some extent.With the convening of the sixth national education working conference,the rule of law was established as the national education principle.Therefore,the legislation of minority bilingual education is particularly important at this time.First is the theoretical foundation of bilingual education legislation,based on the nature of the right to education and national education and the content analysis found that the bilingual education legislation is the essence of national education and the change of relationship between the right to education,explicit to functional level is to adjust the relationship between language and national language and eventually to a system of rights and obligations and education.Second is the bilingual education policy practice in China,first of all,through the five stages of bilingual education policy and legislation carding and found that our country's bilingual education policies and regulations regulating the relationship between language in change,mandarin Chinese influence in it all the more important.The relationship between the right to education and the right to education is changing;the state education right is increasing the protection of the right to education.Secondly,the problems of bilingual education policies and regulations in our country are summarized,which mainly show that the principle of law is too strong operable,and lack of supervision system and responsibility system.The third part is is the reference of foreign bilingual education policy and regulatory experience.Through the bilingual education in Singapore and the United States legislation and policy making a summary on the development process and characteristics,the conclusion is in bilingual education right and the right to education legislation of the country can achieve harmony.Bilingual education legislation should be used to find the balance between the right to education and the right to education.The last part is the construction of bilingual education legislation in China.In this part,the rights and obligations of bilingual education and the construction elements of legislative content are summarized through the state education right and the right of education.The rights and obligations of the depository are: education administrative department,school,teacher,student and guardian.The elements of the construction of bilingual education legislation include: curriculum,teaching,teaching materials,teachers,responsibility,legal relief and financial security.
