In recent years, with the continuous development of society and economy, various types of public security incidents have arisen, and the tasks of the Chinese People's Armed Police Forces have become increasingly important because of their work which ensure and guarantee people's lives in peace and contentment. The vehicle patrolling tasks of the Armed Police are playing an important role in maintaining the society stability for not only collecting all kinds of real-time occurring situations in time, but also deeping in first-tier to interfere and dispose of sudden emergencies. But for now,the Armed Police Force patrolling tasks still have some shortcomings and problems. The first one is that the selection of initial the position of on patrolling vehicles and the route planning are difficult to set scientifically, and the schemes are sometimes inefficient according to the reality situations;Second, the patrolling schemes are inflexible and weak in hiding that easily expose the features and patterns in patrolling. The last one is that the information level of communication in patrolling is poor to make the information of surrounding environment difficult to control. In this thesis,a covering model about initial siting of patrolling and a scheme of patrolling routes planning in dynamic scene based on the current shortcomings and researches of patrolling is proposed. We have studied the routing protocol of vehicle communication that faces dealing with general information, and design a system about patrolling routing planning based on vehicular network.A detailed description about this work is presented as follows.First of all,a covering model of initial siting of patrolling in conditions is proposed with a limitation in quantities of vehicles for the demands of patrolling covering in such situations. This model realizes both in covering about maximization of patrolling area and key units, and enhances the responding abilities of vehicles in real situations. The simulation experiments show that this method can solute the problems of configures about the initial siting of vehicle patrolling, and cover the patrolling area efficiently.Secondly,a scheme about dynamic path designing of vehicle patrolling is proposed. This patrolling take the random sampling mode to design the routes in conditions with a strict requirement of hiding ability. The patrolling vehicle which is at a crossing node in one time decides the patrolling direction randomly and then get the patrolling scheme for the later time. Thus we can confirm the effectiveness by whether the covering rate could come up to the requiring mark. The simulation experiments show a great view in those covering rate, hiding ability and arriving rate. Then,a modified MC-AODV routing protocol is designed on the basis of the traditional AODV routing protocol in conditions with the special requirement of patrolling vehicles in processing with sudden emergencies. The MC-AODV protocol adopt in the method of multi-channel transmission to announce a warning message to those vehicles which are approaching the incident spot and ask for help from the patrolling vehicles nearby according to the different levels of warning messages. The simulation experiment prove that MC-AODV protocol can come out with better behaviors in time delay, success rate in message delivering and expense normalization. Finally,a prototype system is designed about path planning and communication of vehicle patrolling on the basis of vehicular network. This system can be divided into two modules which are called patrolling planning module and multiple message processing module. The patrolling planning module works for site selections of patrolling and designs of route planning, and the other multiple message processing module realizes the function about communication in emergency processing. We testify the effectiveness of the system by using MATLAB,VanetMobiSim and NS-2 simulating tools and the result works very well.
